- Description: The U.S. Coast Guard Maintenance and Logistics Command Atlantic and the United States Coast Guard Academy, Leadership Development Center (LDC), in New London, Connecticut require services to provide all labor, supervision, transportation, training aids and training materials for an innovative Instructor Qualification Course (IQC) in Leadership and related Leadership Course Training Materials for IQC-trained instructors to use in subsequent LDC courses. An Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation with commercial provisions in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items will be issued for a base and four option years on or about 23 March 2009. The scope of the acquisition is for (1) An Instructor Qualification Course (IQC) in Leadership, (2) License Fee for the right to reproduce and use copies of the Facilitator Manuals that include the Instructor Qualification Course Curriculum, Facilitator Guides and Facilitator Resources, (3) Reusable Instructor Visual Aids (Laminated Posters, etc), (4) Student Workbooks (for LDC Instructors), (5) Reference Aids (2” X 2.5”) consolidating class material for LDC Students, (6) Coast Guard Leadership Books supporting the lesson material for LDC students, (7) Self Assessment Booklets. The Instructor Qualification Course (IQC) and certification of instructors will take place the week of 13 October 2009. The audience for the IQC will be Coast Guard officers, enlisted, Auxiliary, and civilian personnel currently assigned to the LDC, New London CT. Instructors certified through attendance of the IQC will subsequently teach the LDC Leadership Course and use the training materials purchased under the resultant contract. The contractor’s instructor(s) should have as a minimum, an earned master’s degree, however, an earned doctorate is preferred, and a minimum of three years experience in a leadership position. Resumes and video presentations of instructors will be required for submission with proposal. Innovation and creativity are important attributes. Price, Technical, and Past Performance will be considered in the award of this contract. The intended type of contract will be an Indefinite Delivery/Indefinite Quantity Type Contract with Firm Fixed Prices. Anticipated award date is 1 July 2009. This is a 100% set-aside small business acquisition. The North American Industry Classification System (NAICS) is 611430 and Small Business Size Standard is 7.0 million. INTEREST PARTIES ARE NOTIFIED THAT THIS SOLICITATION WILL BE AVAILABLE EXCLUSIVELY THROUGH THE INTERNET ON OR ABOUT 23 March 2009 and is anticipated to close on 21 April 2009. Once the solicitation is issued offerors may submit questions, using the format provided in the solicitation, electronically to wendy.j.culbreth@uscg.mil for the first fifteen (15) days after the solicitation is made available. If the solicitation is issued 23 March 2009 questions shall be received not later than the close of business 7 April 2009. Additionally, offors will be responsible for insuring the past performance references, provided in their quote, complete and provide the Past Performance Questionnaire, Attachment II of the solicitation and submit to the Contract Specialist, Wendy Culbreth, at wendy.j.culbreth@uscg.mil prior to the due date of the RFQ which is currently set for 21 April 2009. The Request for Quote (RFQ), attachments and all amendments will be published for viewing and printing at http://www.fbo.gov. IT IS THE OFFERORS RESPONSIBILITY TO PERIODICALLY CHECK THE WEB SITE FOR AMENDEMENTS TO THE REQUEST FOR QUOTE. No paper copies of the solicitation or the amendments will be issued.
