Description
Small Business Sources Sought: This is a Sources Sought announcement seeking only qualified small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) responses in order to determine Small Business participation in this acquisition. The Mission and Installation Contracting Command- Center, Fort Eustis, Virginia, intends to procure potential sources to perform a variety of non-personal services support for the Center of Strategic Leadership (CSL), Carlisle Barracks, PA and to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10 (please see attached market research questions). The services to be performed are in support of the Center for Strategic Leaderships mission of supporting the Army, combatant commands, interagency requirements for senior leader education, strategic communication, research and publication. This requirement shall also provide quality professionals who can enhance senior leader education and decision making at the highest levels of the government and the military. In rendering the foregoing services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations and training services. Work under this contract will require top secret security clearances. It is anticipated that the contract performance period will be a base period of one year with four twelve month option periods. The work can be performed at one or more locations on and off Carlisle Barracks, PA. The Government is contemplating award of a multiple award Indefinite-Delivery Indefinite-Quantity (ID/IQ) contract with firm fixed price, labor hour and/or cost type contract line item numbers (CLINs). The designated North American Industry Classification Systems (NAICS) Code for this procurement is 541611, Administrative Management and General Management Consulting Services, with a small business size standard of $7M. Your response shall include the following information: (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, etc.), revenue for last three years, revelant past performance on same/similar work for not more than three years and your companys capability to do the work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately. This information should be sent to MICC-C-EU, ATTN: Sharon R. All potential offerors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Small business is advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone. SUBJECT: Sources Sought Market Research Questions for the Support Services - Center of Strategic Leadership, Carlisle Barracks, PA 1.Please provide the following company specific information: a.Your Central Contractor Registration (CCR) number or Commercial And Government Entity (CAGE) code number; b.A point of contact (POC) name, telephone number and e-mail address. 2.Market research questions: a.Following contract award, what transition period would be adequate prior to start of work? b.What information and workload data is necessary to adequately scope an advisory and assistance requirement as a firm fixed-price effort in a task order environment? c.The Government is anticipating issuing Requests for Task Order Proposals using a Performance Work Statement (PWS). What risks do you foresee with this approach and how would you mitigate those risks? d.Is industry more likely to include additional costs for unknowns in a fixed price as opposed to a labor hour contract? Would a firm fixed price contract for advisory and assistance services result in higher proposal prices than a labor hour contract? Please explain. e.North American Industry Classification Systems (NAICS) code. NAICS code 541611, Administrative Management and General Management Consulting Services, (small business size standard of $7,000,000) has been determined appropriate for this acquisition and FAR 52.219-14, Limitations on Subcontracting, applies wherein at least 50 percent of the work must be performed by the small business prime contractor alone. If your company qualifies as a small business as defined under this NAICS code, please respond to these additional questions. i. Can your company provide a team composed of a sufficient number of large and small subcontractors to perform this contract in an efficient, cost effective manner while meeting contract requirements? Please explain. ii. Is your company capable of providing qualified and experienced personnel at appropriate security levels? Please explain. iii. Is your company capable of providing a team composition that can support the entire scope of this contract effort with sufficient depth to perform a variety of tasks of varying complexity across CSLs missions while performing at least 50 percent of the work? Please explain. iv. Specifically, is your company capable of providing nonpersonal services for the four major areas mentioned in this notice? These services include supporting the Center for Strategic Leaderships mission of supporting the Army, combatant commands, interagency requirements for senior leader education, strategic communication, research and publication. This requirement shall also provide quality professionals who can enhance senior leader education and decision making at the highest levels of the government and the military.
