Description
This is a pre-solicitation notice. The Government intends to solicit for a contractor to move 2 ea 60 x 100 ATCO Fold-a-Way relocatable structures and up to 100 office and living containers in the 20 ft. shipping container configuration from Butmir, Bosnia to Novo Selo Training Area, Bulgaria. The contractor shall be responsible for the safe deconstruction, transportation, and reconstruction of all of the shelters in question within the following timeline (exact dates will be published in the solicitation): 01-AprAnticipated Solicitation Opening 08-AprAnticipated Site visit Butmir, Bosnia 09-AprAnticipated Site visit NSTA, Bulgaria 15-AprAnticipated Solicitation Closing 17-AprAnticipated Award Date 01-MayThe contractor shall start on foundations for the 2 ea. ATCOs 15-MayDelivery of the first ATCO shall be made by this date 21-MayDelivery of the second ATCO shall be made by this date 31-MaySet-up of both ATCOs shall be complete 01-JunDelivery of the containers to NSTA shall start by this date 12-JunSet-up of containers at NSTA shall be complete by this date Meeting the above timeline will not be negotiable. Work includes disassembly of the existing structures at Butmir compound at Sarajevo airport, transport of the building sections, foundation preparation, and re-erection of the structures at Novo Selo, to include connection to utilities as will be indicated in the solicitation. All contractors shall be required to under go a security vetting process for access Butmir and Novo Selo Training Area. These procedures will be published in the solicitation. The US Government anticipates the solicitation will ask for prices on two CLINs. The first will be for an all inclusive price for each ATCO. The second will be for an all inclusive price for each container. The US Government anticipates the evaluation factors will be as follows: Technical (major emphasis on the contractor's ability to integrate with current base camp set-up operations at NSTA), past performance, ability to use local labor, and price. These will all be further defined in the anticipated solicitation. The US Government anticipates that technical and past performance will be equal and more important than ability to use local labor. All non-priced factors will be more important than price. As parity of non-priced factors emerges, price will become more important.
