Description
CENTCOM Theater Express Historical Shipment Data (Jul 08-Mar 09) Draft EDI214 GTN Requirements Draft City-Pair Matrix Draft PWS-19 Mar 09 The purpose of this synopsis is an Industry Day/Request for Information notification. The USTRANSCOM Acquisition Directorate is seeking interested Civil Reserve Air Fleet (CRAF) carriers for a Theater Express requirement to provide air transportation for time-definite, port-to-port pick-up and delivery, Intransit Visibility (ITV), and customs processing and clearance of 463L palletized and roll-on/roll-off cargo to CENTCOM Forward Operating Base /Forward Operating Locations (FOB/FOL). Offerors must provide all personnel, training, supervision, equipment, except in locations where the military is responsible to load and unload the aircraft, Prior Permission Requests (PPRs), Diplomatic Clearances (DIPS), and customs clearances procedures necessary to perform international commercial cargo transportation services as required by the Air Mobility Division (AMD), Combined Air Operations Center (CAOC), and Aerial Port Control Team (APCT). Interested parties must be Civil Reserve Air Fleet (CRAF) carriers certified under Part 121 of the Federal Aviation Regulation (14 CFR 121) and maintain their CRAF status for the duration of the contract. USTRANSCOM/Acquisition Directorate will host an Industry Day at Scott AFB, Illinois on 28 April 2009 from 8:30 am to 12:00 pm CST in the Rockwell Hall, Bldg 1930. Any draft documents will be posted on Federal Business Opportunities. Carriers will be limited to no more than 2 representatives, as space is limited. Carriers must identify their intention to attend the Industry Day no later than 17 April 2009 to ensure adequate seating capacity and base access. The government reserves the right to limit participation to one carrier representative if necessary. Please submit questions to gregory.hunt@ustranscom.mil no later than 17 April 2009, 12:00 pm CST. Questions submitted will be addressed first, however, if time permits, additional questions may be addressed at the briefing. There will also be an opportunity to submit questions after the briefing. The North American Industry Classification System (NAICS) Code is 481112, Schedule Freight Transportation, and the employee size standard is 1,500. Note: this is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI/Sources Sought Notice. USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI/Sources Sought Notice. If your firm has an interest in proposing on the requirements described above, please provide a Capability Statement to Greg Hunt at Gregory.Hunt@ustranscom.mil not later than 17 April, 4:00 p.m., Central Standard Time (CST). The Capability Statement should be a maximum of five pages, single-sided, 12-point type addressing the following areas: 1. Company name, address, point of contact (POC), telephone number, fax number, e-mail address, NAICS code, GSA schedules/USTRANSCOM contracts held, company size (small, large business); if small, indicate type (8(a), small disadvantaged business, HUBZone, minority-owned, woman-owned, veteran-owned, etc. 2. Describe your ability to support a contract that requires CENTCOM AOR-specific time sensitive, pickup and delivery of palletized (463L)/oversized and roll-on/roll-off cargo as well as personnel and equipment within the CENTCOM AOR. 3. Identify if you are a current CRAF carrier and what type of safety and audit oversight program you utilize to assess/validate foreign flag air carrier subcontractors capabilities prior to subcontracting.
