Description
The 36th Contracting Squadron at Andersen Air Force Base, Guam intends to award a purchase order under Simplified Acquisition Procedure (SAP) for the installation and programming of hardware and software to provide integrated operation of the facility's Intrusion Detective System (IDS). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. The solicitation number is F1C7D59065A001 and is issued as a Request for Proposal (RFP). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-19. This solicitation is HUBZONE SET-ASIDE in accordance with FAR Part 19. The North American Industry Classification System Code (NAICS) is 561621, size standard $11,500,000.00. The contractor shall provide for following services: **see attached SOW***. A SITE VISIT FOR THIS PROJECT WILL BE HELD ON MARCH 25, 2009 AT DETACHMENT 5, 22ND SPACE OPERATIONS SQUADRON, ANDERSEN AFB, GUAM AT 1:00 PM. All interested parties will be required to obtain base passes and meet in the parking lot of the Pass and ID Office at the Front Gate at or before 12:15 PM. If you are not familiar with obtaining base passes, please call the 36th Security Forces at 671-366-4230 for the documents required on person in order to obtain access to Andersen AFB. Please confirm via email if you plan to attend the site visit by contacting Angela Santos, Contract Specialist, at angela.santos@andersen.af.mil, NLT 24 March 2009, 12:00 PM. Please acknowledge all requirements on quotations. The technical literature submitted needs to clearly communicate that the offeror understands the minimum requirements and compliance issues as set forth in the RFP. Discussions may or may not be held with offeror; therefore, the initial proposal of each offeror should be complete and accurate. Offeror must provide warranty information specific to all equipment as well as provide all materials, labor, and transportation necessary to provide this supply. The following provisions and clauses can be viewed through internet access at the Air Force FAR site, http://farsite.hill.af.mil. Award will be made to the offeror whose proposal represents the best value to the Government based on lowest price technically acceptable. The following provisions and clauses are incorporated by reference: FAR 52.212-1, Instruction to Offerors-Commercial Items; AS OF 1 JANUARY 2005, OFFEROS ARE REQUIRED TO COMPLETE ONLINE REPRESENTATIONS AND CERTIFICATIONS AT http://orca.bpn.gov WHICH ARE IDENTICAL TO WHAT IS RQUIRED IN FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Execute Orders-Commercial Items applies to this acquisition; only the following FAR clauses in paragraph (b) of 52.212-5 are applicable : 52.222-3, Convict Labor, 52.222-19, Child Labor-Cooperation with Authorities and Remedies, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-36 Affirmative Action for Workers with Disabilities, 52.232-33 Payment by Electronic Transfer - Central Contractor Registration. In accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, prior to receiving any contract award, contractors must be registered in the Central Contract Registration (CCR). If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov.
