Description
SYNOPSIS OF MAINTENANCE DREDGING OF SHINNECOCK INLET The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) Firm-Fixed Priced (FFP) contract for maintenance dredging to the Shinnecock Inlet located off the south shore of Long Island (approximately 95 miles by water from Battery, New York). This project consists of furnishing all plant, labor, materials and equipment. This effort involves dredging to a depth of 20 feet, plus 2 feet allowable over depth, along with the removal of approximately 440,500 cubic yards of shoal material. The dredged material is to be placed on the shoreline approximately 6,500 to 8,400 feet west of the site by an ocean going hydraulic dredge. Performance of all work must be in strict accordance with the specifications and drawings. The selected contractor will be required to diligently commence work within 5 calendar days and complete the work no later than 90 calendar days after receipt of the Notice to Proceed (NTP). The time stated for completion includes final cleanup of the premises. Plans/Specs for the subject project would be available on/about 7 APR 2009 with bid opening on/about 7 MAY 2009. This procurement is being solicited as UNRESTRICTED, full and open competition to all business concerns. The applicable NAICS CODE is 237990, Dredging. The small business size is $33,500,000.00. The SIC Code is 1629, Heavy Construction, not elsewhere classified. The estimated construction cost is between $5,000,000.00 and $12,000,000.00. If a large business, the prime contractor shall provide its small business subcontracting plan conforming to the requirements of FAR 19.704 and DFARS 219.7. The small business goals are as follows: Small Business 70.0%, Small Disadvantaged Business 6.2%, HUBzone Small Business 9.8%, Women-Owned Small Business 7.0%, Veteran-Owned Small Business 3.0%, Service-Disabled Veteran Owned Small Business 0.9%. A subcontracting plan reflecting goals less than indicated shall provide, as part of the subcontracting plan submission, those extenuating circumstances of why the goal can not be met. You may contact the District, the deputy Small Business Advocate (SBA), or your local SBA for assistance. A contract will not be awarded until the Contracting Officer has determined that the subcontracting plan provides maximum practicable opportunities for Small, Veteran-Owned Small Business, Service Disabled Veteran-Owned Small Business, Hubzone Small Business, Small Disadvantaged Business, and Women-Owned Small Business programs to participate in contract performance. Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet and CD-ROM. Boxes), telephone and facsimile numbers (including area codes). Make checks or money orders payable in the amount of $15.00 to USACE, NY. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) "A Guide to Collection & Use of Past Performance Information" dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts listed at ≥$550,000 or more than $10,000 if the contract was terminated for default. CCASS is a module of the Contractor Performance Assessment Reporting System (CPARS) and is located at: https://www.cpars.csd.disa.mil.
