Description
This sources sought is for information and planning purposes only; it is not to be construed as a commitment by the Government. This is not a solicitation nor is the Government requesting a proposal. A contract will not be awarded as a result of this sources sought. The requested capability packages will be reviewed to aid in establishing the Acquisition Strategy. The US Army Contracting Agency, Contracting Center of Excellence (CCE), on behalf of the Army/ Enterprise Task Force (ETF), is seeking the availability of contract support for the Armys Institutional Adaptation effort and intends to procure Consulting Advisory Services through small business set-aside or under full and open procudeures. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541614 with a size standard of $7.0M are encouraged to submit their capability packages outlining their experience in key areas addressed in the attached Performance Work Statement (PWS) as well in the follolwing key areas or tasks: "Development and maintenance of a parsimonious set of analyses that guarantees optimum performance by projecting and forecasting shortfalls, error, and failures in sufficient time to take corrective actions "Coaching and mentoring advisory/consulting projects "Providing subject matter expertise on various methodologies (i.e. Change Management, Force Management Development, Performance Management, and Strategic Communication)? "Providing coordination and implementation of enterprise methodology to various MACOMs, DRUs and HQDA staff principals "Development and execution of a comprehensive strategic communication plan "Development and maintenance of portals, websites, and sub-sites to include all data sets and applications "Development and implementation of training program with a management philosophy to ensure the right people are selected for training Areas or tasks where a contractor does not have prior experience, shall be annotated as such. The capability information submitted shall also specifically address corporate experience and describe infrastructure, past experience of similar work in scope and dollar value, evidence that you possess the ability to manage multiple task orders performed simultaneously, sufficient information to ascertain the scope and depth of experience, include projects with POC information, if teaming, describe teaming arrangment to include name of company and how long you have been in partnership. In addition, the packages shall address the following questions: The following questions shall also be addressed in addition to the capability package: 1.What limitations or constraints do you foresee with this approach to support the mission of the Program Management Office to deploy the various methodologies (i.e. Change Management, Force Management Development, Performance Management, and Strategic Communication)? 2. What qualification standards do you use to qualify your personnel as Performance Management, Change Management and Force Development Management analysts? Is this an industry standard? 3. What experience and tools have you employed to implement these various methodologies (i.e. Change Management, Force Management Development, Performance Management, and Strategic Communication)? 4.What is your capacity to conduct executive level workshops? What approach do you use and is it industry standard? 5.What level of capability exists in your company to provide a cadre of individuals with SECRET security clearances? 6. What is your management process and oversight plan for both staff and subcontractors? The capability packages should not exceed 15 pages and shall be submitted by 12:00 pm, on April 10, 2009. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. The period of performance will be a base of 12 months, with (1) 12 month option period. The place of performance will be determined in each task order. Contractor personnel will require at least a current secret clearance. Documentation relating to this sources sought must be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/rfp/rfp_1.asp click on RFPS; select the desired document # and click on the Process button. No hard copies of the Sources Sought will be issued; all amendments will be posted and must be retrieved from this website. Responses to the Sources Sought must be submitted by email to the POC identified below. No information will be provided telephonically. The Governement will not provide/publish the results of its review of the information recieved. Contractors are responsible for all costs for submitting their capability packages.
