- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR515904 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 813410 with a small business size standard of $6M. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-03-25 11:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Nairobi, null null The Department of State requires the following items, Meet or Exceed, to the following: LI 001, CDC requests the embassy to approve a purchase order for a programmatic service support training designed for international public health professionals, that emphasizes on practical applications of epidemiology to public health problems and consists of lectures, workshops, classroom exercises (including actual epidemiologic problems), and roundtable discussions. Topics covered during the course include descriptive epidemiology and biostatistics, analytic epidemiology, epidemic investigations, public health surveillance, surveys and sampling, EPI Info training, and discussions of selected prevalent diseases. OCTOBER 26 NOVEMBER 6, 2009 ***PLEASE SEE ATTACHMENT FOR FUTHER DETAILS***, 1, LOT; LI 002, travel and stay, 1, LOT; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Is the course to be one (1) two week course or multiple courses to bedelivered over two (2) weeks. It is one 2 week course 3. What is the estimated class size? Approximately 30 participants 4. Is there a desired format for training materials (i.e. paper orelectronic) There will be both: Text books and CDs 5. Are materials to be provided in English only? If not, willtranslation services be available? English only 6. Will technology export (deemed export and actual) be waived or iseducational material limited to "export licensed" only? (It is presumedthat Dept. of Commerce/BIS standards apply.) Not sure what this means 7. What is the educational level of the student(s)? 8. Who is the target audience? Ministry of Health officials 9. Is the training intended to focus on rural or urban issues? Both- itis epidemiology so that can occur anywhere 10. Is reporting desired for treatment, prevention, disease awareness,or a combination thereof? Not sure what this means 11. Is the class intended to train field investigators or is itclassroom theory/tabletop exercises only? It is classroom training thatcan be applied to field training. 12. Will the purchaser provide computer support including computers,internet access, PowerPointTM, etc? That will be provided by CDC 13. Is USG prepared to provide secure housing for training staff? Nohousing, just per diem to cover hotel costs
