- The General Services Administration, Public Buildings Service (GSA/PBS), intends to negotiate, on a sole source basis with The Solibri, LLC located in Scottsdale, AZ to provide a year of maintenance for seven existing Solibri Licenses (Initial awarded thru NCR/Region 11) and purchase five new licenses with maintenance for three years for the Office of the Chief Architect (PMAC). In 2003 the General Services Administration (GSA), through its Public Buildings Service (PBS) Office of Chief Architect (OCA), established the National 3D-4D-BIM Program. OCA has initiated over 70 projects across the nation, and is assessing and supporting three dimensional (3D), four-dimensional (4D), and Building Information Modeling (BIM) applications. The power of visualization, coordination, simulation, and optimization from 3D, 4D, and BIM computer technologies allow GSA more effectively meet customer, design, construction, and program requirements. GSA is committed to a strategic and incremental adoption of 3D, 4D, and BIM technologies. One primary application area of this program includes the use of 3D imaging technology to augment and streamline the management of as-built spatial information. The project proposed herein is in support of the GSA-PBS-OCA program to require and make effective use of Building Information Models (BIM). Solibri is a small business firm that develops and markets quality assurance solutions for AECO field to improve the quality of BIM and make the entire design process more productive. At a minimum, services under this purchase order shall provide continue maintenance of existing seven and five new licenses that will update Solibri Model Checker (SMC), GSA extensions and troubleshoot for SMC Updates to GSA Network Licensing. The Government intends to award a firm fixed-price purchase order for a base year and the two option year awards for only maintenance if exercised. The NAICS code is 541511. This Notice of Intent to Award is in accordance with FAR Part 5.201 and is for INFORMATIONAL PURPOSES ONLY. This notice is NOT a request for competitive proposals.
