Description
The Department of Veterans Affairs New Jersey Health Care System (VA NJHCS) has a requirement for Ophthalmology Services (Medical, Surgical and Imaging). The Government intends to make multiple awards for firm fixed price, best value contract(s) for the period of May 15, 2009 through September 30, 2009 with one (1) one-year option to extend subject to the Government's discretion and subject to availability of funds. This procurement will be set aside for 100% Veteran-Owned Small Business. The solicitation will be available on or about March 25, 2009 with proposals due on or about April 08, 2009. Offerors will be able to bid on all or any portion (e.g. specialty) of the services listed within the Schedule of Supplies and/or Services and Prices/Costs. All services are to be provided at the East Orange Campus of the Department of Veterans Affairs New Jersey Health Care System located at 385 East Tremont Avenue, East Orange, New Jersey 07018. The plan is for this procurement is to be conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition procedures. The applicable NAICS code is 621111 with size standard $10.0M. When the solicitation is posted, Request for Proposals (Technical and Price Proposals) are to be either mailed, hand-carried or sent electronically. All questions regarding this pre-solicitation notice or any subsequent solicitation must be submitted in writing by e-mail. Requirements are for both licensed physicians to provide medical services in the VA clinic and surgical services in the VA operating room, and for certified imaging technicians to provide imaging services during the regularly scheduled VA Clinic and VA Operating Room business hours. The physician candidates must posses a current unrestricted New Jersey State license to practice medicine in the State of New Jersey and be either board certified or board eligible (within six months of accredited residency) physicians in ophthalmology. Each physician must be able to be privileged and credentialed by the NJHCS. The specialty services required include all of the following: General Ophthalmology, Glaucoma, Cornea/Uveitis, Retina, Neuro-Ophthalmology, and Occuloplastics. Services to be provided by Retina specialist include but are not limited to: laser treatment, evaluate fluorescein retinal examinations, perform pars plana vitrectomies, retinal detachment repair, epiretinal membrane peel, retinal lasers, and intravitreal injections. Services to be provided by Glaucoma specialist include but are not limited to: trabeculectomy, glaucoma tube shunt, and glaucoma lasers. Services to be provided by Oculoplastics subspecialty include but are not limited to: blepharoplasty, ectropion/entropion repair, eyelid reconstruction, enucleation, evisceration, orbital surgeries such as orbital tumor excision and decompression. Additionally, On-call services are needed by one General Ophthalmologist during weekend, holiday, evening and nighttime hours. Currently each of the specialty clinics is scheduled for 4 to 6 clinic sessions per month and two to four Operating Room sessions per month. The services of qualified ophthalmic imaging technicians are needed to perform A Scans, B Scans and OTC Scans one full day per week at NJHCS East Orange Campus (9 to 10 sessions per month).
