FUNCTION: Round Case Installed over thehigh pressure turbine forming the outer support for the second stage hptvanes and the 1st stage blade out air seals. Functions to encase thehpt and contain airflow subsequently directed to the low pressureturbine. 11. Mandatory Language: It is anticipated that this requirement is sole-source to UnitedTechnologies Corporation since they are considered the only currentapproved source. Non-approved sources wishing to submit a bid may doso; however, only qualified sources will be considered for award. FirstArticles may be required from newly approved sources. This acquisition involves technology that has a military or spaceapplication. The extent of foreign participation has not yet beendetermined. Nothing in this notice contradicts other restrictions,identified in the synopsis notice or solicitation, regarding eligiblesources (e.g., if this is a small business set aside, foreign sourcesmay not participate as potential prime contractors but could, ifotherwise eligible, participate as subcontractors). The proposed contract action is for supplies and services for which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under the authority of FAR 6.302. Interested personsmay identify their interest and capability to respond to the requirementor submit proposals. This notice of intent is not a request forcompetitive proposals. However, all proposals received within fortyfive-days (thirty days if award is issued under an existing basicordering agreement) after date of publication of this synopsis will beconsidered by the Government. A Determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. While price will be a significant factor in the evaluation of offers,the final contract award decision may be based upon a combination ofprice and past performance factors as detailed in the solicitation. An Ombudsman has been appointed to hear concerns from offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
