- NASA/NSSC has a requirement for the renewal of licenses and maintenance agreementsfor Thermal Desktop software which includes modules of Thermal Desktop, Sinda/Fluint,RadCAD, FloCAD, and SinAps Plus.NASA/NSSC intends to purchase the licenses and maintenance agreements from: Cullimore &Ring Technologies, Inc., 9 Red Fox Lane, Littleton, CO. 80127-5710.This software has been in use at NASA since 1992 and is currently being used at nine NASAcenters/facilities. The standardization of this thermal software product across theAgency provides a unique capability for enhanced engineering collaboration between fieldcenters by making all Centers thermal work more compatible and easily shared. Cullimore & Ring developed the Thermal Desktop software and associated modules, and haveexclusive rights to them. As such, they are the only known source that distributes,maintains and supports this Thermal Desktop software product. The point of contact for this procurement is Charles C. Bridges, 228-813-6250, e-mail:charles.c.bridges@nasa.gov.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 9, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
