- Solicitation document which contains all required information pertaining to this acquisition. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation and all supporting information is included in this posting and the attached document. This is a request for quotation (RFQ) and the solicitation number is SSA-RFQ-09-1338. The solicitation document and the incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 31. This procurement is issued as a 100% total small business set-aside RFQ. The applicable North American Classification System (NAICS) Code for this acquisition is 611420. The applicable size standard is $7 million. The contractor shall provide customized training services to the Social Security Administration (SSA) for Oracle Federal Financial (OFF) software. Consent Based SSN Verification (CBSV) is an initiative that allows financial institutions, credit companies, and others to verify the existence of an SSN and other pertinent information for a fee. The Social Security Online Accounting and Reporting System (SSOARS), using OFF software, is an integral component of the CBSV process, and it will be used to validate funding is available in real time and to automatically record the revenue in the SSOARS Accounts Receivable module. CBSV uses Oracle’s Service-Oriented Architecture (SOA) to communicate with other Agency systems. It is critical that SSA’s technical team members of the SSA’s SSOARS team receive training in SOA. Employees will require two (2) days of prerequisite training in Oracle 10g: XML fundamentals and OracleAS 10g R3, Build Web Services. Once those courses are completed, employees will be prepared to take the 10g SOA Orchestration course. Some of the areas to be covered include: installing Oracle SOA Suite 10g, providing services for SOA, developing a simple BPEL process, orchestrating services with BPEL, and transforming data in BPEL. In accordance with FAR 6.302-1(c ) and 5.102(a)(6), the training can only be provided by an authorized partner of Oracle University (OU) due to the unique and specialized needs of the training and SSA’s OFF software environment. Oracle and their authorized partners are familiar and have worked with SSA’s OFF software environment and equipped to develop the course content to meet the SSA’s needs. The courses will be conducted at the contractors facility located within 30 miles of the SSA Headquarters located in Baltimore, Maryland. The courses will be scheduled within 12 months from date of award. The following provisions apply and are incorporated by reference: FAR 52.212-1, Instructions to Offerors – Commercial Items (JUNE 2008); FAR 52,212-3, Offeror Representations and Certifications – Commercial Items (FEB 2009), the contractor will provided a signed and completed copy of the provision with offer; FAR 52.212-4, Contract Terms and Conditions – Commercial Items (OCT 2008); and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders – Commercial Items (FEB 2009), applies to this acquisition and the following FAR Clauses are applicable to this acquisition: FAR 52.219-7, Notice of Total Small Business Set-Aside (JUN 2003); FAR 52.219-28, Post-Award Small Business Program Representation (JUN 2007); FAR 52.222-3, Convict Labor (JUN 2003); FAR 52.222-21, Prohibition of Segregated Facilities (FEB 1999); FAR 52.222-36, Affirmative Action for Workers with Disabilities (JUN 1998), FAR 52.225-13, Restrictions on Certain Foreign Purchases (JUN 2008); FAR 52.232-33, Payment by Electronic Funds Transfer-Central Registration (OCT 2003); and FAR 52.222-52, Exemption from Application of the Service Contract Act to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Requirements (NOV 2007). Requests for copies of the solicitation package by any other means will not be honored. All information pertaining to this solicitation and requirement are attached to this combined synopsis/solicitation. The attached document titled, SSA-RFQ-09-1338 includes pricing information, the statement of work, terms and conditions, instructions to the contractor, evaluation information, and solicitation provisions FAR 52.212-3 Offeror Representations and Certifications – Commercial Items (JUN 2008) and FAR 52.222-48, Exemption from Application of Service Contract Act to Contracts for Maintenance, Calibration, or Repair of Certain Equipment Certification (FEB 2009). Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on the CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any quotation preparation costs.
