- This procurement consists of one solicitation with the intent to award a single firm fixed-price Indefinite Delivery Indefinite Quantity Service Contract to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, price and other factors considered. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, travel and transportation necessary to survey, map, transplant, and monitor marine habitats in Alaska, California, Guam, Hawaii, Oregon, and Washington. Services to be performed under this contract include eelgrass surveying, mapping, transplanting, and monitoring; aerial photography; general in-water survey and mapping; and exotic marine vegetation and alga surveys. The Period of Performance is for a base year and four option years. The work will be assigned by Task Orders (TO) issued by the Contracting! Officer and performed at various locations in Alaska, California, Guam, Hawaii, Oregon, and Washington. The contractor shall accomplish all disciplines coordination; the Government will not coordinate the work for the Contractor. Successful offerors will receive a minimum guarantee of $5,000.00 for the base year. The minimum guarantee will be met by issue of Task Order(s). Initial award of the contract will be based on best value to the government. Proposals will be evaluated for award using three major factors: Past Performance, Pricing, and Technical which consists of four sub-factors: Experience, Management Approach, Health and Safety, and Written Documentation. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, each initial offer should contain the offeror's best terms from a price, past performance, and technical standpoint. However, the Government reserves the right to conduct discussions if later d! etermined to be necessary by the Contracting Officer. THIS SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS. The NAICS for this procurement is 541690 and the size standard is $7.0M. In accordance with FAR 5.102(a)(7) availability of the RFQ will be limited to the electronic medium; the RFP will be available for download free of charge via the Internet World Wide Web at https://www.neco.navy.mil/ and/or https://www.fbo.gov/ -- hard copies (paper sets) or CD-ROM of the RFP will not be provided by the Government. Telephone and facsimile request will not be accepted. Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes. Solicitations will be available on or about 13 April 2009.
