Description
THIS PRE-SOLICITATION IS BEING ADVERTISED AS A TOTAL SMALL BUSINESS SET-ASIDE, FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH FAR PART 12. The North American Industry Classification System (NAICS) Code for this Solicitation is: 541350. The size standard is $6,500,000.00. The Department of the Navy (DoN) intends to acquire a contract to provide facility condition assessment services at various Navy medical treatment and related healthcare facilities globally. A single firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Commercial Services is anticipated to be issued as a total small business set-aside for base year and four one year option periods. The applicable NAICS Code is 541350. The contractor will be required to provide all labor, management, supervision, tools, materials, and all equipment necessary to perform facility condition assessment services for the U. S. Navy Bureau of Medicine and Surgery (BUMED) at Navy installations, Continental United States (CONUS) and Outside Continental United States (OCONUS). The contractor shall schedule and conduct on-site condition inspections of ALL BUMED facilities, systems and components during the base year and provide all reports and estimates required. The Contr! actor shall also plan for the follow-on inspections based on the base year inspections and assessments for the option years. Specific duties include, but are not limited to, on-site inspections of individual facilities; identification of requirements; identification of proposed solutions and corrective actions including cost estimates; evaluation of component lifecycles and remaining service life; data entry into the government provided, web-based database system; and maintenance of the data to identify facility sustainment, restoration and modernization (SRM) requirements to be used to evaluate facility material condition and functional capability. The specific evaluation factors will be included in the Solicitation. It is anticipated that a Request for Proposal (RFP) for this requirement will be posted at eh Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) on or about 23 April 2009, with the closing date for the receipt of offers to be set forth in the RFP. All responsible sources may submit a proposal which shall be considered by the Government. The solicitation will be available in electronic format only. The official access to the solicitation is via the Internet at https://www.neco.navy.mil/. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic Commerce Online website. Only registered contractors will be notified by email when amendments to the solicitation are issued. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CE! NTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
