- The U.S. Army Corps of Engineers, New Orleans District is seeking Qualified Small Businesses (SB) firms for a Multiple Award Task Order Contract (MATOC). This procurement will be issued as a Competitive, 100% Small Business Set-Aside, Indefinite Delivery/Indefinite quantity (IDIQ), MATOC, with a base and four option years. The NAICS code is 541990; the Small Business Size Standard is $7.0 Million. Projects under this MATOC consists of, but is not limited to all labor, materials, and equipment necessary to replace current hard-wired control systems with Programmable Logic Control (PLC) Systems, and provide new hard-wired backup control systems, at various locks within the limits of the Corps of Engineers Mississippi Valley Division (MVD). Projects also consist of installing control wiring and limit switches. This is a Request for Proposal (RFP) solicitation (W912P8-09-R-0027). There will be no public bid opening. Proposals will be evaluated using the Best Value process pursuant to FAR 15. It is the Governments intent to award multiple contracts resulting from this solicitation to the responsible offerors whose offer conforms to the solicitation requirements and will provide the best value to the government. Task Orders will be Firm Fixed Price. The ceiling amount of this MATOC pool is between $5-$10 Million. Individual task orders issued under this MATOC will range between $500,000 - $1,000,000. Each individual task order will be competed amongst all awardees. The proposal instructions and closing date and time for submission of proposals will be contained in the solicitation notice and package. The solicitation is expected to be issued on or about 10 April 2009, on FedBizOpps at www.fbo.gov. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at www.fedbizopps.gov./. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on FedBizOpps at www.fbo.gov/ in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Prospective contractors who would like their company name included on the IVL list may do so on the FedBizOpps website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. You will need the adobe acrobat reader for.pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet.
