- The Office of the Comptroller of the Currency (OCC) issues this Request for Information to identify potential sources who are interested in and capable of providing the information technology services described herein. Business Need Today, the OCC uses a number of disconnected systems—Microsoft (MS) Excel, MS Access, and Lotus Notes databases—to manage personnel security processes. The ad hoc and disconnected nature of these systems results in a number of problems, including: Lack of a Central Data Repository The OCC does not currently have a central system of record for contractor information. The lack of this type of central database means that data routinely becomes out-of-sync between the current systems, which reduces data quality and increases the effort required to use the information. Labor-Intensive Reporting The disconnected nature of the existing systems results in manual data filtering, sorting, and aggregation to create reports. As a result, creating reports represents a significant work effort each month for OCC staff. Reduced Focus on Security-Related Work The existing systems require a significant manual effort to complete tasks that are often automated in technologically advanced applications (e.g., data filtering to create meaningful reports). As a result, OCC personnel are less focused on the core business of security. The OCC seeks interested contractors who are capable of designing and implementing a new system to replace its collection of existing systems, improve business processes, and enhance data management. System Requirements The scope for the first release of this new system includes the features necessary to support the following personnel security business processes and sub-processes. - Obtain employee or contractor information - Determine employee on-boarding requirements - Determine contractor on-boarding requirements - Approve on-boarding packet - On-board personnel - Establish candidate suitability - Conduct background investigation - Issue credential - Issue national security clearance - Maintain personnel - Conduct reinvestigation - Replace credential - Update personnel information - Generate reports - Grant national security clearance - Renew SmartID - Replace SmartID - Off-board personnel - Complete CIPS off-boarding tasks Features to support physical security and emergency security are outside the scope of the first release of this new system. The system requirements OCC has identified for this solution are documented in the attached files. A description of your firm’s capabilities and qualifications as they relate to the business need and general requirements stated in this Request for Information. No fewer than two (2) and no more than three (3) capabilities statements should be provided. Each statement must include: a. Contract number b. Contract name c. Customer name d. Contract value e. Contract type f. Contract period of performance g. Role (i.e. prime contractor or subcontractor) – If you were a subcontractor, please also identify the prime contractor. h. Contracting Officer’s Technical Representative (COTR) name i. COTR email address j. COTR telephone number k Short summary of the customer’s business need – This summary is limited to 150 words in length. l. Description of the services provided – This description should be no longer than 500 words, and it should demonstrate how the implemented solution successfully addressed the customer’s business need. Note: If you were a subcontractor, this description should be restricted to the services provided by your staff only. m. List of the key technologies utilized to implement the solution – If the implemented solution relied primarily on custom code, please identify the programming languages and database management system (DSMS) used. If the implemented solution utilized commercial off-the-shelf components, please identify those components. Please focus on the key elements of the overall solution; this is not meant to be an exhaustive list of all technologies used to support the solution.
