Description
Motorcycle riders who graduate from an entry-level motorcycle course may receive a license test waiver in most States. Entry-level motorcycle courses teach riders the mechanics of operating a motorcycle, cornering, swerving, and emergency braking. While basic rider courses teach important skills, the effectiveness of training as a safety countermeasure to reduce motorcycle crashes is unclear. Description: The objective of this requirement is to provide the National Highway Traffic Safety Administration (NHTHA) with all necessary services in the development of a research study that will determine if a relationship exists between entry-level motorcycle rider training and motorcycle crashes. This requirement will include the following: Project briefings, work plan development, data collection measures, research plan development, and data collection and analysis planning. The NAICS Code for this contract is 541720. An Indefinite Quantity, Time and Material type contract is planned with 10 consecutive calendar months for the first Phase, and an additional 39 months for Phase two for a total of 49 months. It is the Offeror’s responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about April 20, 2009. Period of Performance: Forty nine (49) months starting on or about 8/1/2009. RFP Number: DTNH22-09-R-00223 Contract Award: NHTSA intends to issue an full and open, competitive Request for Proposals (RFP) with the intention of awarding a Cost Plus Fixed Fee type contract with a period of performance of forty nine (49) months from the date of contract award. All questions regarding this posting must be submitted in writing via e-mail to thomas.bub@dot.gov no later than April 30, 2009. The anticipated award date for this resultant contract is expected on or about August 1, 2009.
