Description
The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) a sole source with Allentown Inc. 165 Route 526 Allentown, NJ 08501. for the continuation of services/supplies to support the National Eye Institute (NEI). The contractor shall continue to supply the agency with the following: Four (4) compartment Integral Primate Unit with 6.2 Sq. Ft. per compartment. Each individual cage compartment measures 32" wide x 28" deep x 32" high. Overall dimensions of unit are approximately 70" wide x 34" deep x 80.125" high The unit is of stainlcss steel, tubular frame construction with resistance welded grid top, &ont and rear assemblies. The sides and back are designed with a solid sbeet construction. The unit features removable panels and floors which enable the unit to be arranged in various compartment configurations. Racks to include Two (2) spring loaded lock bars which will allow the units to be secured to a wall mounted rail. The top of the facility rails are located 33 1/4" above the finished facility floors. The upper and lower tiers each have individual removable vertical panels accessed from the front of the unit. These panels will consist of one solid stainless steel sheet, one Lenn and one wire grid panels with 5/8" grid pattern. This allows for socialization and expansion between compatible primates. The upper and lower cage area are also separated by two (2) horizontal grid assemblies. The top grid functions as the top compartment floor; the lower grid serves as the lower compartment cage top.Located between these two grids is a removable plastic excreta pan. The interior cage runner system provides a deflector for fecal material to be directed into the pans while also securing the floor, pan and grid assemblies from movement by animals. Each horizontal grid is locked in place during removal or replacement of pans.Grid assemblies and pan can be removed to provide a double height cage area. The horizontal "Well Being" partition assembly and pan system is locked into the front of the unit with an access door. Horizontal grid components are locked via a heavy duty spring loaded locking system. The horizontal access door is solid sheet metal design containing stainless steel spring loaded lock mechanisms with shields. Lock tabs for insta\lation of hasps, lock rings or padlocks are also provided on access and cage doors. The grid floor on the lower compartment is non-removable and includes front 7" at !12" xl" grid pattern with balance at 1" grid pattern. Animal compartments are provided with "single pull" squeeze back grid assemblies with heavy duty squeeze back lock assemblies. Each squeeze back assembly has stainless steel roller bearing mechanisms which allow easy movement of squeeze backs. Rollers run on two lengths of horizontal tubing running from front to rear in each cage compartment. Each squeeze back assembly contains a ratchet bar assembly with seven (7) locking positions. Each squeeze back assembly is locked in position with heavy duty stainless steel spring loaded lock assemblies which are shielded against animal access. The pull handle serves as a double perch. Each cage compartment has a vertical guillotine style stainless steel door. All doors are provided a bottom shielded locking assembly. Each compartment is provided with a 3"x 5" horizontal Lexan shielded cardholder, and a quick release primate resistant feeder mounting system with weld on backplate and spring loaded lock mechanisms. Feeder to include a Lenn protection panel. Rack will include a stainless steel automatic watering system (Edstrom Industries) with protection brackets. The units are equipped with Jarvis & Jarvis 5" diameter heavy duty stainless steel casters with Kryptonic wheels (two with brakes, two without brakes) with zerks fittings in the axle and raceway. Overall dimensions of unit are approximately 55" wide x 32" deep x 80.125" high The unit is of stainless steel, tubular ftame construction with resistance welded grid top, front and rear assemblies. The sides and back are designed with a solid-sheet construction. The unit features removable panels and floors which enable the unit to be arranged in various compartment configurations. Racks to include Two (2) spring loaded lock bars which will allow the units to be secured to a wall mounted rail. The top of the facility rails are located 33 1/4" above the finished facility floors. Each side of the unit will also include a foldingtubular handle. The upper and lower tiers each have individual removable vertical panels accessed from the front of the unit. Again, this is a notice of intent to negotiate on a sole source basis with Allentown Inc. for the continuation of services/supplies and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order for the services requested utilizing simplified acquisition procedures. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by email to Garnesl@od.nih.gov, Contract Specialist by March 31, 2008 at 1PM EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
