Description
1.0 SUBJECT: Sources sought for A&AS engineering, analysis and management support for the 526th Intercontinental Ballistic Missile Systems Group (526 ICBMSG). 2.0 DESCRIPTION: 526 ICBMSG at Hill AFB, UT issues this Sources Sought Synopsis for information and planning purposes in support of the anticipated acquisition of A&AS work. The contractor must demonstrate the capability to provide acquisition program and Life Cycle Logistics support. This includes, but is not limited to, Business Case Analysis support, acquisition planning and execution activities that are consistent with DoD 5000 series instructions, support of source selection activities, configuration control of the technical data library for bidders, and the ability to plan acquisition strategy and execution for major Acquisition Programs. Additionally, contractor must demonstrate the capability to perform ICBM-related systems engineering and analysis including, but not limited to, a working knowledge of ICBM systems and subsystems, ability to evaluate technical approaches for future MMIII alternatives, provide system and subsystem engineering analysis capability to develop/evaluate system and subsystem requirements and alternatives, recommend best solutions and support design decisions. Other anticipated support may include ICBM Related Studies, Supply Chain Management activities, interacting with Air Force offices and other DoD agencies. Contractor shall coordinate program agendas, prepare presentation materials, and participate in meetings and working groups, and other research and analysis in support of the 526 ICBMSG. The contractor shall organize, manage and control essential manpower resources. Maintain and report monthly labor and financial status, work priorities and action items. All data from work performed shall be the property of the Government. Contract work shall be performed at Government site unless otherwise noted or agreed to. Contractor must be able to obtain and maintain a top secret clearance. It is anticipated that this contract will require the contractor to support acquisition activities for future ICBM support. Therefore, it is anticipated that any potential offeror will be required to identify and address potential Organizational Conflict of Interests (OCI) during the source selection. It is also anticipated that the appropriate OCI clauses will be included in the contract. Anticipate awarding a contract with a one year basic period from date of award plus four one-year options. THIS NOTICE IS NOT AN RFP. Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Potential offerors should submit a Statement of Capability that addresses the offerors ability to provide the above requested support. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. Capabilities Package: All interested firms should submit a capabilities package that outlines the firm's capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should not exceed 10 pages. This Sources Sought Synopsis (SSS) does not constitute a solicitation for proposals or any obligation on behalf of the Government. Vendor participation is not a promise of future business with the Government. No contract award will be made on the basis of this SSS. The Government will not pay for any information received in response to this SSS, nor will the Government compensate any respondent for any cost incurred in developing the information. Any information provided in response to this market research will be used for informational purposes only and will not be returned. All proprietary information should be clearly marked as such. All information submitted by respondents to this SSS, including appropriately marked proprietary information, will be safeguarded and protected from unauthorized disclosure.
