- Brand Name Justification for Other Than Full and Open Competition This notice is a combined synopsis/solicitation and Notice of Intent. The Government intends to award a firm-fixed price contract for one year of software licenses and maintenance support for the Cognos Business Intelligence Series 8 commercial-off-the-shelf (COTS) software under the authority of FAR 6.302-1. This will be in accordance with FAR 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on HTC711-09-R-0025. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31, dated 19 March 2009. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAICS) code for this procurement is 541511 and the small business size is $23M. This requirement will provide hardware and software maintenance support to the Integrated Surface Deployment Data Cleansing Tool (iSDDC) and the Cargo and Billing System (CAB). The software maintenance contract will provide software patches, maintenance releases, and software upgrades. The iSDDC and CAB utilize the Cognos Series 8 Suite of reporting tools for all the program’s reporting requirements. The iSDDC houses the command’s historical and operational data and provides integrated data visibility and reporting, refreshed daily, from all major SDDC transportation systems. CAB provides accounting support for stevedoring and related terminal services worldwide. Both programs are critical to the program’s success. Delivery location is SDDC, 709 Ward Drive, Scott AFB IL 62225. The following FAR and DFARS provisions and clauses apply to this acquisition: FAR 52.204-7. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation; FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; DFARS 252-204-7004 Alternate A Central Contractor Registration; 252-212-7001 Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions or Commercial Items (DEVIATION).
