Description
The U. S. Army Corps of Engineers, New Orleans District is seeking Qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) firms for a Multiple Award Task Order Contract (MATOC). This procurement will be a COMPETITIVE SDVOB, Indefinite Delivery/Indefinite Quantity (IDIQ), MATOC, with a base year and two option years for construction services. This is a Request for Proposal (RFP) solicitation (W912P8-09-R-0046.) There will be no public bid opening. Proposals will be evaluated using the Trade Off Process under the Best Value Continuum pursuant to FAR 15.10. Best Value is an acquisition technique. Both Trade Off Process 15.101-1 and Low Price Technically Acceptable (LPTA )15.101-2, are the processes which fall along the Best Value Continuum. Task Orders issued under this contract will be utilized to execute repairs to locks and other facilities within the area of operations of the Corps of Engineers Mississippi Valley Division. The repairs may include, but not limited to, work such as guidewall and dolphin replacement, gate operating machinery repair, resheeting buildings, painting gates, paving parking lots, dewatering and maintenance, replacement of generators; elevation of generator houses; installation of waterlines. Task orders may be awarded using trade off, LPTA or lowest price methodology. The Government will award multiple contracts resulting from this solicitation to the responsible offerors whose offer conforms to the solicitation requirements and will provide the best value to the government. Task Orders will be Firm Fixed Price. The ceiling amount of this MATOC pool is $40 Million. Individual task orders issued under this MATOC will range between $100,000.00 - $15,000,000.00. Each individual task order will be competed amongst all awardees. NAICS codes may vary depending on the particular project. The proposal instructions and closing date and time for submission of proposals will be contained in the solicitation notice and package. The solicitation is expected to be issued on or about 10 Apr 2009, on FedBizOpps at www.fbo.gov. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at www.fedbizopps.gov./. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on FedBizOpps at www.fbo.gov/ in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Prospective contractors who would like their company name included on the IVL list may do so on the FedBizOpps website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. You will need the adobe acrobat reader for.pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet.
