- This publication serves as notice of intent to procure supplies for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL on a sole source basis with MOOG Components Group. The government intends to acquire supplies under the authority of FAR Part 6, 302-1. The government intends to issue a fixed price contract to MOOG Components Group for slip rings and brush blocks for the radar antenna system on the NOAA WP-3D aircraft. The NOAA, AOC operates two WP-3D aircraft. The WP-3D's are complex flying laboratories, used to support hurricane research and reconnaissance, and other initiatives in the areas of global change, atmospheric and oceanic research programs for NOAA and the U.S. scientific community. The WP-3D is equipped with two meteorological radars each. The radars each have a separate antenna system, mechanically driven in azimuth and elevation. The slip rings and brush blocks are used to transfer voltage control and status signal to and from the elevation circuits while the antenna rotates in azimuth. The radar antenna system used on the WP-3D aircraft was built in the 1970's for NOAA. These are the only antenna systems of this type in existence today. MOOG Components Group built the original slip rings and brush blocks for the radar antenna system. MOOG Components Group has the schematics, drawings and parts necessary to build these components. All documentation is proprietary to MOOG Components Group. The delivery of the slip rings and brush blocks is required within 28 weeks after award of the contract. This notice of intent is not a request for competitive responses. However, all responses received within 15 days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
