Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30 as corrected. This solicitation is unrestricted. The NAICS code is 621112, with a size standard of $10.0 million. The delivery, acceptance, and FOB point is the VACCHCS in Fresno, CA. The contract will include a six-month period from May 01, 2009 to October 31, 2009. Only electronic offers will be accepted. The Statement of Work and Price Schedule: 1. Scope of Work: The contractor shall provide Psychiatrist Physicians for general adult psychiatric services at the VA Central California Health Care System (VACCHCS) Emergency Department and Inpatient Psychiatric Unit. All services will be performed on-site at the VACCHCS in Fresno, California. Services include weekend and holiday rounds, telephone consultations, and on call coverage. Services may include consultation/liaison services in our medical/surgical wards as well as telephone consultations. 2. Specific Contractor Tasks: 2.1. See all patients presenting to the Emergency Room who either asks for psychiatric services or who need psychiatric consultation requested by the Emergency Room Physician. 2.2. Rounds. Performing weekend (Saturday and Sunday) and holidays rounds on the Inpatient Psychiatry Unit with the Staff Psychiatrist on call. The Contractor shall see and assess each inpatient and write a note on each patient. 2.3. Admissions. All new admissions shall include a more in depth admit note to include a complete History and Physical. This requires a comprehensive admission psychiatric evaluation to include a chief complaint, history of present illness, social history, work history, suicide/homicide risk assessment, military history, mental status exam, and treatment plan. 2.4. Respond to any crisis or urgent calls from the Psychiatry Inpatient Unit on 6E. Th physician may be required to respond on site to manage these crises. The physician will also see, assess and manage any psychiatric consultations requested for other inpatients, e.g., on Medical-Surgical Floor. 2.5. Respond to any phone calls from patients or from other clinical staff who wish to talk to the psychiatrist on duty. 2.6. Standby Call Coverage. Contractor physicians will be responsible for providing standby call coverage to VACCHCS for consultation and/or emergency services during non-duty hours. Contractor physicians shall respond within 15 minutes via telephone to calls and/or pages from VACCHCS for consultation. Contactor physicians shall respond within 60 minutes when called to the Emergency Department. 2.7. The Contractor physician shall fulfill all documentation requirements of the facility, including the documentation required by the Chief of Mental health. This includes documenting evaluation and treatment recommendations in the VA electronic medical records, along with completing any initial treatment plan. See Paragraphs 7, 8 and 9 below. 2.8. As required provide professional direction and coordination of care with VA nursing, social work services, and other medical and/or mental health staff as clinically indicated. At no time is the Contractor physician responsible for supervision of VA employees. 2.9. The Contractor physicians will perform services under the oversight of the VA Section Chief of the Psychiatry Inpatient Unit or his/her designee. With all patient contacts the Contractor physician will be functioning under the guidance and supervision of the designated VA staff Psychiatrist on call. The Contractor physicians are expected to keep in touch and follow the directions of the Staff Psychiatrist as directed by that staff person or by the Chief of Mental Health. 2.10.The contract physicians shall act in a thoroughly professional manner at all times. They shall work in harmony with other members of the VA staff. Tact and courtesy are mandatory when interacting with patients and staff. 2.11. Comply with all applicable standards of the Joint Commission for the Accreditation of Health care Organizations (JCAHO) regarding his/her section and are responsible for the quality of care rendered to all patients determined to need general adult psychiatric treatment. 3. Normal Duty Hours: VA normal duty hours are Monday through Friday, 8:00 am through 5:00 pm. The Contractor will work during non-duty hours as follows: "On-Call weeknights shall be Monday through Friday 5:00 pm to 8:00 am. "On-Call weekend and holidays shall be Saturday, Sunday, and Holidays from 8:00 am to the following day at 8:00 am. See Section A of the Contract for VA recognized holidays. "Rounds shall be conducted between 8:00 am and 4:30 pm on weekends and holidays depending on the complexity of the patient population. On occasion, rounds will include liaison and consultation assessments in the Medical and Surgical wards. "Call backs may be required when clinically indicated. The Contractor will be paid at the rate stipulated in the Price Schedule for call back requirements. 4. Qualifications. 4.1. The Contractor shall provide personnel that are licensed or have a valid training license. Each Resident providing services under this contract is fully trained and completely competent to perform the required services covered by this contract. Contractor physicians shall be at a minimum: "Licensed in a State, Territory, or Commonwealth of the United States or the District of Columbia, "Hold a current, unrestricted Medical License, and "Be credentialed and privileged by the VACCHCS to practice in the Psychiatry profession at the VACCHCS prior to service, or working under the supervision of a credentialed and privileged VA Psychiatrist.
