- This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation: quotes are being requested. This announcement and solicitation Q4320090412 is issued as a Request for Quotes (RFQ) and will be awarded as a firm fixed price Order for commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 11142 ; the size standard is 500 (number of employees). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The solicitation items are as follows: Delaware Water Gap National Recreation Area is seeking the supply of healthy ready to plant plants, shrubs, and trees in the size and quantity listed in the DEWA Landscape bid sheet to be delivered to either the Kittatinny/Weygadt camp location, New Jersey located off of Interstate 80; Smithfield Beach, Pennsylvania located on River Road; Dingmans Maintenance facility, Pennsylvania located off of U.S. Highway 209; or, Milford Beach, Pennsylvania located on Milford Beach Road outside of Milford, PA. All delivery locations are accessible by paved roads. The NPS is seeking immediate delivery however will call for plants to arrange days and times for delivery. The bid sheet is offered as an aid to vendors to determine their price. The Government intends to purchase all plants from one vendor based upon the availability of funds and not split this purchase. The Government reserves the right to amend this announcement should the funds for the total purchase not be available. The Government intends to evaluate offers and award a contract without discussion with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such actions is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. For this solicitation, vendors wishing to respond to this RFQ should provide this office with the following: (1) A price quote using standard form 18 (SF-18) along with on company letter head delivery time after receipt of order, payment terms including payment discounts, correct remittance address and a complete 52.212-3 form (included in SF-18). The RFQ and bid sheet, if not included with this announcement, may be requested via mail or email from the Contract Officer. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers. Only quotes from vendors currently registered with the Central Contractor Registry (CCR) will be accepted. To register log on to the internet site at http://www.ccr.gov.
