Description: The Iowa National Guard located in Johnston IA wishes to contract for construction services to construct a new Vehicle Maintenance Facility and remodel of existing Building 100, project number HEMT039066, for the 133 Test Squadron, Iowa Air National Guard, 1649 Nelson Avenue, Municipal Airport, Fort Dodge, Iowa. The work includes, but is not limited to, all materials, labor, tools, expendable equipment, utility, transportation services, supervision, and all incidental items necessary to perform and complete the project, in a workmanlike manner. The scope of the project includes but is not limited to the construction of a new Vehicle Maintenance Facility. The new Vehicle Maintenance Facility is approximately 7,000 SF and the construction consists of reinforced concrete foundation and floor slab with steel-framed masonry walls and slopped roof structure. Also includes overhead crane/hoist, all utilities, pavements, fire protection, site improvements, and support. All interior walls, ceilings, and interior finishes. In addition the project includes the alteration of existing Building 100 approximately 22,769 SF. The work includes the rearrangement, and extended interior walls and utilities at the Iowa Air National Guard located at Fort Dodge, Iowa. The base bid is for the new construction of the Vehicle Maintenance Facility and the alteration of existing Building 100. The solicitation will include four additive bid items (ABIs). They are (1) Remove existing asphalt parking lot and concrete replacement, (2) Demo and haul off Buildings 101, 104, and 105, (3) New facility entrance sign and intrusion detection system at Building 100, (4) Emergency generator. Project will require phasing to maintain daily operations. The construction/contract completion time is 400 days after receipt of the Notice To Proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code is 236210, with a small business size standard of $33,500,000.00 average annual revenue for the previous three years. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. Place of performance is 133 Test Squadron, Iowa Air National Guard, 1649 Nelson Avenue, Municipal Airport, Fort Dodge, Iowa. A firm-fixed price contract will be awarded. This project is being solicited as a Small Business set-aside. All responsible small business firms may submit an offer. This project has been assigned Invitation for Bid (IFB) number, W912LP-09-B-0001. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. The plans and specifications will be available only from the FedBizOpps website on-line at https://www.fbo.gov No telephone requests will be accepted. For security reasons all potential offerors, plan rooms, and printing companies are required to register in the Central Contractors Registration (CCR) and the FedBizOpps in order to view or download the plans or drawings from the web site. The IFB will be available on or about 13April 2009. It is the potential bidders responsibility to monitor the Iowa EBS Internet site for the release of amendments (if any). Potential bidders will be responsible for downloading their own copy of the solicitation, plans, specification, and amendments (if any). The bid opening will be on or about 10:00 a.m. on 13 May 2009, at the 133 Test Squadron, Iowa Air National Guard, 1649 Nelson Avenue, Municipal Airport, Fort Dodge, Iowa. A site visit will follow the pre-proposal conference.
