- Description: This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes a Request for Quotation; proposals are being requested. Solicitation number F3H1F19064AG01 is issued as a request for quotation. Funds are currently available. Quotations must be good for one month after the closing post date. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The North American Industry Classification System (NAICS) code is 541511. The business size standard is $25 million dollars. Offutt AFB intends to issue a Request for Quotation (RFQ) for the following items: Line Items: 1. Software license for 4 copies of a robust, modern mission planning engine -Capability to plan worldwide missions for the E-4B -Full aircraft modeling algorithm for aircraft performance and fuel burn -Capability to incorporate military airspace (DAFIF database imbedded) -Capability to accommodate in flight fuel onloads -Capability to plan for in flight orbits, delays and holding -Capability to interactively validate flight plans thru EUROCONTROL'S CFMU -Capability to electronically file flight plans in the Air Traffic Control system -Capability to produce worldwide terminal, approach, departure and enroute charts -Robust training course for 12 personnel annually 2. Crew dispatch support for approximately 60 sorties per contract year -FAA Part 121 certified dispatcher available 24/7/365 -Dispatcher provides necessary flight planning, briefings (NOTAMs, WX) -Dispatcher rerunning of any flight plan to meet customer's needs -Dispatcher delivery of products via internet, e-mail or fax anywhere worldwide -Dispatcher filing of flight plans -Dispatcher validating flight plans for CFMU compliance -Dispatcher coordinates European slot times, Diplomatic Clearances, and PPRs 3. Robust support for initial setup at customer's home station -Present flight planning format & show options for how flt plans can be delivered -Discuss alternate selection and other flt planning considerations -Address any coordination issues -Supplier meet with customer annually at customer's home base PERIOD OF PERFORMANCE: 6 June 2009 through 5 June 2010, with 4 option years following. Contractor must be registered in Central Contractor Registration (CCR) prior to award. If not already registered in CCR, go to WWW.CCR.GOV to register prior to submitting quote. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL BIDS.
