Classification Code: 65 Subject: Regional Carbon Dioxide (CO2) service/delivery Solicitation Number: FDA1053913a Response Date: April 10, 2009 DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES 13.5. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120 for a 100% small business set-aside. The FDA intends to issue a firm-fixed price purchase order for the following requirement: The Food and Drug Administration (FDA) seeks service/delivery of Carbon Dioxide, (CO2) Extra Dry 50 lb. Cylinders. The cylinders are supplied by the offeror to be used to supply all of the biological incubators located in Bethesda, Maryland and is absolutely critical to the FDA Researchers ongoing experiments and research. Scope of Work Past history has shown a usage of an average of 60 tanks per month. The offeror shall arrive each Friday prepared to exchange 20 full CO2 Cylinders for 20 empty Cylinders. Statement of Work The offeror shall arrive each Friday of each week, between the hours of 7:00 am and 2:00 pm., prepared to exchange 20 full Carbon Dioxide (CO2) Extra Dry 50 lb Cylinders for 20 empty cylinders. In the event a holiday falls on Friday the delivery shall be made on Thursday of that week. The delivery shall be made to the Loading Dock of Building 29A, 8800 Rockville Pike, Lincoln Drive, Bethesda, MD, 20892, located on the NIH Campus and the cylinders shall be placed securely in the designated tank rack holding area. The contract shall be in force for a base year with four option years. The offeror shall adhere to all Local City, County, State, OSHA, DOT, EPA, NFPA rules and regulations and standards set forth by these organizations. MSDS Sheets shall be provided upon request. The connection at the cylinder must be compatible with the FDA CBER Researcher’s existing pressure regulators. The quality and purity of the CO2 shall meet or exceed the following specifications: Carbon Dioxide (liquid phase)…………99.8% Oxygen (O2)…………………………...less than 0.0200%(< 200 PPM) Moisture (H20)………………………...less than 0.0015%(< 15 PPM) Nitrogen (N2)………………………….less than 0.0750%(< 750 PPM) Carbon Monoxide (CO)……………….less than 0.0010%(< 10 PPM) Total Hydrocarbons……………………less than 0.0020% (< 20 PPM) Dew Point @ atmospheric pressure……-57 degrees C Quality Control The Offeror shall be solely responsible for the quality of their work, the purity of the CO2 and adhering to safety procedures, rules and regulations in the handling and delivery of the CO2 Cylinders. Records The Offeror shall provide Company Letter Head invoices at the time of delivery, indicating the number of cylinders shipped, the number of full tanks delivered and the number of empty tanks returned. Period of Performance 1. Base year: 4/20/2009 – 4/19/2010 2. Option year (1): 4/20/2010 – 4/19/2011 3. Option year (2): 4/20/2011 – 4/19/2012 4. Option year (3): 4/20/2012 – 4/19/2013 5. Option year (4): 4/20/2013 – 4/19/2014 QUESTIONS DEADLINE: all questions must be received by email (david.kordel@fda.hhs.gov) before 4:30 pm (1630) EST on April 10, 2009. Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," and 2) Price. Technical Capability is significantly more important than price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. This is a Combined Synopsis/Solicitation for laboratory equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Additionally, Sources intending to provide quotes must provide detailed information indicating their ability to meet the Government’s requirements including that they are an authorized service provider. The Government shall not incur recertification costs nor void existing warranties on the equipment. All quotes shall include price (s); FOB point; a poc (name and telephone number); a statement from the vendor verifying that they are CCR Registered under NAICS code 325120; delivery date (delivery date is of the utmost importance); business size; and payment terms. Delivery shall be to FDA, Bethesda, MD 20892. FDA intends to make an award soon after the response date of this notice and all bids must be submitted via email and be received by 4:30 PM (1630) EST on 10 April 2009 to the attention of David Kordel, david.kordel@fda.hhs.gov.
