- Amendment #1 to Sources Sought #PR-HQ-09-11373:The following are questions received from interested vendors and the answers to these questions. Amendment #1 to Sources Sought #PR-HQ-09-11373: Question 1: The Performance Statement of work, Section III A. Geographical Location of Base and Areas of Coverage Requirements: The description provided as to the geographic location of base and areas of coverage requirement is somewhat unclear and central to a future response to this RFP (i.e. A three quarters of a flight hour distance from a point equidistance from Boston, MA and Chicago, ILL. is not in proximity to a one half flight time buffer from international waters of the Atlantic.) Can EPA clarify the location by providing latitude and longitude coordinates equidistant between Chicago and Boston and a distance radius around this point expressed in miles? Answer: In the event that this sources sought becomes a solicitation, the government would not direct interested vendors as to where an established base should be. That would be up to the interested vendor. The Performance Work Statement is written to ensure travel time east to Boston is roughly equivalent to the time west to Chicago. The specification regarding distance from international waters is to ensure that the fixed base of operations is sufficiently far from the coast due to the lack of incidents occurring out at sea. Question 2: The Performance Work Statement Section III B. Personnel Requirements: This section specifies that ? A t least two members of the staff shall be experienced with installing, integrating and maintaining equipment onboard the contract aircraft including integration with the aircraft's electrical systems.? Can EPA specify how many of these staff are required on a full time basis to rapid respond to flight missions? Answer: The Performance Work Statement does not tell a vendor how to provide the services specified. However, the Performance Work Statement does require the vendor to be able to provide services for emergency response data collection flights whenever they are requested. The purpose of the proposal is for the interested vendor to tell the government how they intend to provide the services. Mention of the maintenance staff is included in the Performance Work Statement to ensure that the interested vendor addresses the issue of having qualified and experienced personnel available on short notice to provide repair/maintenance services as needed. Please remember that this notice is a Sources Sought only, not a RFP. If you feel that your company is capable of providing the services stated in the Performance Work Statement, please submit a capability statement along with business size according to the instructions listed in the posted Sources Sought.
