- This is a Notice of Contract Action (NOCA). The 46th Test Wing plans to issue a Request For Proposal (RFP) on or about 13 April 2009, for the Advanced Command Destruct System (ACDS), 46th Range Support Squadron (46 RANSS). Potential offerors should monitor the website (www.fedbizopps.gov) for the official release of the RFP package. A Firm-Fixed Price (FFP) type contract with a 3-year anticipated period of performance. The North American Industry Classification Systems (NAICS) Code for this effort is 334220; size standard 750 employees. The Advanced Command Destruct System is a completely redundant Command/Destruct system that provides the capability to command unpiloted test vehicles in the areas surrounding Eglin AFB and Cape San Blas, Florida. It provides the Range Safety Office the ability to terminate the test vehicle should the need arise. The ACDS components will include range safety and test vehicle controls, encryption, communications infrastructure interface, UHF transmitters, antennas and monitoring equipment. This will be a total small business set-aside and will be based on Lowest Price Technically Acceptable (LPTA) procurement. All qualified sources may submit a proposal which will be considered. This synopsis neither constitutes a Request of Proposal (RFP) nor an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. NOTE: All documents will be posted on the Fedbizopps website upon issuance of the solicitation. Hard copies of the solicitation, statement of work, technical requirements document, and other related documents will not be provided. Response time after posting is planned for 30 days. The due date and further details of the requirement will be listed in the solicitation. An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
