- Description
- Construct an Army Reserve Center (ARC), Organizational Maintenance Shop (OMS), Unheated Storage Building (UHS), organizational parking, and land acquisition, located at Hayden Lake, Kootenai County, Idaho. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Air Conditioning (Estimated 66 Tons). This is a single phase procurement following the Lowest Price Technically Acceptable (LPTA) procurement process. This process requires potential Offerors to submit their performance and capability information to be reviewed, evaluated, and rated by the Government. The proposal process for this single-phase procurement consists of the following: Experience of the Prime Contractor; Past Performance of the Prime Contractor; Price; and Pro Forma Information. The estimated price range is between $10,000,000 and $25,000,000. A construction cost limitation will be provided in the Solicitation. The Solicitation will include a complete 100% design package. NAICS code is 236220, with a size standard of $33.5M. Contract duration is 540 days. THIS PROCUREMENT IS SET-ASIDE FOR 8(A) SMALL BUSINESS CONTRACTORS ONLY. The approximate issue date is 10 April 2009 and approximate due date for proposals is 11 May 2009. Award of the construction contract is Subject to the Availability of Funds. All Offerors should be aware that construction funds may not be available for the contract award for up to 3 months from receipt of proposals.
