Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis with Oxford University Press, Great Clarendon St., Oxford UK 0X2 6DP. The contractor shall provide a supplement to the Journal of the NCI (JNCI) on Coordinating Care Across the Cancer Continuum. The North American Industry Classification System Code is 511120 and the business size standard is 500 employees. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Period of Performance: Twelve months from date of award. The purpose of this supplement is to summarize the state of our knowledge about the interfaces among providers of the types of care needed for cancer and what we know about how health care and the community context affects those interfaces and the types of care. We use the issue of interfaces to raise the point that concentrating on guidelines for types of care like screening, diagnostic procedures, surgery and treatment will not be sufficient to improve the quality of cancer care overall. The goal of the supplement is to identify where research should be directed in the future to improve the quality of cancer care. Contractor Requirements: This contract is for the creation of supplement to the JNCI. The contractor shall perform the following tasks: 1.Manage the peer review process for the supplement. 2.Produce and publish supplement to the Journal of the National Cancer Institute 3.Disseminate the supplement to JNCI current subscribers (print and on-line) Oxford University Press is the sole publisher for the Journal of the National Cancer Institute (JNCI). The Journal of the National Cancer Institute publishes peer-reviewed original research from around the world and is internationally acclaimed as the source for the most up-to-date news and information from the rapidly changing fields of cancer research and treatment. Based on the NCI Project Officer's and DCCPS staff knowledge of peer-reviewed journals. Oxford University Press is the only source available to publish supplements to the Journal of the National Cancer Institute. The project officers and division staff reviewed several journals (American Journal of Preventive Medicine, Cancer, and Annals of Family Medicine) to determine which would have the most appropriate target audience for the type of supplement proposed. They needed to find a supplement that would reach researchers, primary care practitioners, policy makers and survivors. Given the broad distribution and variety of subscribers of JNCI and the quality of this journal it was determined that this journal was the most appropriate for the content and desired audience of this supplement. As stated, the aforementioned journal supplement to JNCI must be published by the company that publishes the JNCI. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET on April 13, 2009 to Melissa Marino, Contract Specialist. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to marinome@mail.nih.gov. It is the vendor's responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
