Description
Solicitation: PR-IL-09-00101 Description: Commercial Off-Road Grade Diesel Fuel This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. PR-IL-09-00101 is issued as a Request for Quotation (RFQ) pursuant to FAR Part 12.6. It is anticipated that one (1) purchase order requiring staggered deliveries within a 6 month period will result from this synopsis/solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This requirement is a Total Small Business Set-aside and the associated NAICS code is 424720. Contract Line Item Number(s) (CLIN) 0001 thru 0008: The period of performance is 4/15/09 - 09/15/2009. The Contractor must provide diesel fuel (3 NAPG High Sulfur - commercial, off road only) to the Ashtabula State Road Landfill (540 State Road, Ashtabula Ohio). The Contractor must provide fuel trucks, appropriately licensed drivers/operators, all associated equipment, supplies, fuel, and personnel to handle and dispense hazardous materials (diesel), including a 2,000 gallon (+/-) tank at the delivery site. The current delivery addresses are included in this line item; delivery shall be made approximately three (3) to five (5) times per week on an as needed, on-call basis. Delivery must be made within 24 hours of request for delivery. Specifications: Diesel fuel used on the project must be commercially available off-road grade fuel suitable for the weather conditions at the time of delivery. A 2,000 (+/-) gallon satellite tank with pump shall be provided by the vendor and maintained at the site. The vendor will be required to deliver up to 5,000 gallons of fuel per day that work occurs, including Saturdays and Sundays. Delivery Schedule: Quantities of fuel required will be dependent on the schedule for site work, which in turn are dependent on weather, ability of subcontractors to maintain construction schedule, and other potential impacts. Therefore, it will be necessary for the vendor to provide flexibility in delivery schedule to match a fluctuating construction schedule. However, anticipated, monthly estimates are provided below. Date of first delivery: April 15, 2009 CLIN 0001 April 2009: 25,000 gallons CLIN 0002 May 2009: 10,000 gallons CLIN 0003 June 2009: 40,000 gallons CLIN 0004 July 2009: 40,000 gallons CLIN 0005 August 2009: 40,000 gallons CLIN 0006 September 2009: 15,000 gallons CLIN 0007 October 2009: 5,000 gallons CLIN 0008 2,000 gallon (+/-)tank Unit Price: $ (OPIS plus fixed price mark-up) The purchase order will provide funding for the estimated number of gallons at the prices established via the contractor's quote, and the contractor shall bill the Government for only the quantity delivered. The Contractor must provide proper documentation with each delivery stating the quantity of gallons dispensed/price per gallon as stated in contract/and location/s service shall be left with the consignee. Instructions to Offerors: Offerors shall provide a quotation that includes: 1) The price per gallon of fuel will be based on the OPIS rack price by brand on the specific date the fuel is loaded at the refinery. The Government will pay the current OPIS price at the time of delivery plus the accepted mark-up price. The Offeror shall provide with it's quote the fixed mark-up price per gallon per CLIN (i.e., the quotation should include CLIN 0001, 0002, 0003, 0004, 0005, 0006, and 0007 to show the fixed mark-up price per gallon). 2) The contractor shall provide three (3) past performance references for similar services to include the point of contact name, phone and contract number under which services were provided. If no past performance exists, the offeror shall state this in the quotation. 3) The cost for providing a 2,000 gallon (+/-)tank at the delivery location for the period of service, CLIN 0008. FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: past performance and price.
