Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The Contracting Center of Excellence (CCE) on behalf of the Assistant Chief of Staff for Installation Management (ACSIM) intends to procure services for the Army Birthday Ball (ABB). CCE intends to procure services for the ABB as a HubZone set-aside, small business set-aside or under full and open procedures. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Only HUBZone small business concerns and small businesses are to submit capability packages. Interested HUBZone small business concerns and small businesses that are certified and qualified as a HUBZone small business concern or small business concern in NAICS code 721110 with a size standard of $7.0 million dollars are encouraged to submit their capability packages. Capability packages must not exceed 10 pages in length and must be submitted electronically. HUBZone small business concerns and Small businesses are to describe their capability to provide a facility and the necessary services to accommodate the ABB. Areas or tasks where a contractor does not have the prior experiences or capability to provide the required services should be annotated as such. The following questions must be answered and elaborated on as part of the package: (1) What is your experience in providing support for a formal military event or equivalent, which includes sit-down dinner and entertainment activities (singers, bands, etc.) for 1800 to 2000 guests? (2) What is your experience in coordinating and arranging for electrical, water, and communications (phone and internet) to support a formal military event or equivalent that includes a sit-down dinner for 1800 to 2000 guests and a large entertainment production event? (3) Describe your capability to provide a facility with at least 50,000 sq. ft. of space for ease of movement in the area designated for dining and entertainment? (4) Describe your capability to provide a facility with a stage area in the dining area to accommodate a musical band consisting of at least 15 pieces? (5) Describe your capability to provide a facility which accommodates the installation of government provided stage configuration of a round center stage approximately 20 feet in diameter with four extensions approximately 100 feet long capped with four (4) (one on the end of each extension) round stages approximately 15 feet in diameter. This is in addition to the stage requirement for the musical band? (6) What is your experience in implementing security requirements dictated by the United States Secret Service in support of the U.S. President and Vice President? If at least two responsible HUBZone small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted, the requirement will be solicited as a HUBZone small business concern set-aside. If capability packages are not received from at least two responsible HUBZone small business concerns by the response date or if the Government determines that no HUBZone small business concerns are capable of performing this requirement based upon an evaluation of the capability packages submitted the next priority will be to small business concerns. If there are at least two responsible small businesses capable of performing this requirement based on an evaluation of the capability packages submitted, the requirement will be solicited as a 100% set-aside for small businesses. If capability packages are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. Capability packages are due by 10:00 am, EST, 6 Apr 2009. To assist us in maintaining a list of interested HUBZone small business concerns and small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement to Nathia Casey, at CaseyNL@conus.army.mil. A Firm Fixed Price contract is anticipated. The anticipated period of performance will be Friday, June 12, 2009 at 7:00am through Sunday, June 14, 2009 3:00pm. The place of performance will be at the contractor facility. Contractor personnel will not require a current secret or top secret clearance. A written Request for Proposal (RFP) will be posted on or about 13 April 2009. The RFP must be retrieved and downloaded from the Army Single Face to Industry (ASFI) Acquisition Business Website -- https://acquisition.army.mil/asfi/; select the Contracting Opportunities Search button, then select the desired RFP and click. Process. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. No solicitation mailing list will be compiled.
