Office of Acquisition Management (OAQ) Immigration and Customs Enforcement (ICE) Department of Homeland Security (DHS) 801 I Street, 8th Floor, Washington, D C 20536 Subject: Contractor Support for the Intensive Supervision Appearance Program (ISAP) II of the Alternatives to Detention (ATD) Unit, Compliance Enforcement Division (CED), Office of Detention and Removal Operations (DRO). A contract may not be awarded as a result of this sources sought/synopsis. The Department of Homeland Security (DHS), U.S. Immigration & Customs Enforcement (ICE), Office of Acquisition Management intends to award an Indefinite Delivery-Requirements (ID-R) contract with fixed unit prices for this effort. Services to be procured are contractor support to the Alternatives to Detention (ATD) Unit, Compliance Enforcement Division (CED), Office of Detention and Removal Operations (DRO) for operating and overseeing the Intensive Supervision Appearance Program (ISAP) II at various geographical locations (i.e. ISAP offices) throughout the United States. ISAP II is a community-based supervision and in-person reporting program designed to provide cost-effective alternatives to secure detention for undocumented aliens being processed through the Immigration Court system, while ensuring compliance by non-detained aliens with final orders issued by the Immigration Court. The program requires aliens placed in this release program to participate in or comply with a variety of activities and reporting requirements to include home and local office visits, employment verification, and curfews. Program participants are subject to electronic monitoring (EM), telephonic reporting, and unannounced home visits. The associated NAICS code is 561210 Facilities Support Services, formerly known as Standard Industry Code (SIC) 8744. The small business size standard is $32,500,000.00 (Thirty-two million, five hundred thousand dollars) in average annual receipts for the preceding three years. It is a requirement that all contractors doing business with the Department of Homeland Security be registered with Central Contractor Registration which may be accessed at http://www.ccr.gov/, and ORCA https://orca.bpn.gov. Offerors must have a DUNs Number or have the ability to obtain one prior to proposal submittal. The entire solicitation will be issued electronically at the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov/ Paper copies will not be available. The solicitation, attachments, and specifications will only be available by downloading the documents from the FedBizOpps website. All prospective offerors are responsible for obtaining the solicitation, any amendments or any other information from the FedBizOpps website. It is therefore the offeror’s responsibility to check the website for any posted changes to the solicitation. The projected solicitation issue date is April 2009. The issue date of the solicitation is estimated. When issued, the solicitation will specify the actual date and time for proposal receipt as well as a due date for the submission of any questions related to this effort. No telephone calls will be accepted. A pre-proposal conference will be held on April 15, 2009 from 1:00 p.m. to 5:00 p.m. at the DHS/ICE Headquarters Building - Potomac Center North - which is located at 500 12th Street, SW, Washington, DC.
