- The Naval Surface Warfare Center, Panama City Division, Panama City, Florida intends to award a sole source purchase order using simplified acquisition procedures to Analysis & Design Application Company, LTD DBA ADAPCO, 60 Broadhollow Road, Melville, NY 11747-2504, to acquire one (1) Computational Fluid Dynamics Code STAR-CCM+ software license for one year in support of mission requirements. ADAPCO has the unique capabilities and knowledge required to support this effort. The purchase is unsuitable for full and open competition for the following reason. ADAPCO is the only manufacturer and distributor of this software product. No other vendor holds or maintains the technical expertise in the capabilities produced by this software program. It is estimated that getting another source trained and up to speed on this tasking would increase the cost effort to the Navy and result in significantly decreased support effectiveness levels. End User has current training and expertise in the use of software and is knowledgeable of its capabilities. ADAPCO. The software was developed by ADAPCO and is proprietary to them. Therefore, ADAPCO is the only source that can meet requirement. Delivery will be to the Naval Support Activity - Panama City, 101 Vernon Avenue, Panama City, FL 32407-7018. FSC: 7030. NAICS: 541511. SBA Size Standard: $25.0M. Delivery terms for this requirement are FOB Destination. The purchase order shall be firm fixed priced with an expected award date on or about April 10, 2009.
