- Notice Type:Pre-solicitation Synopsis: The Department of Veterans Affairs, Portland VA Medical Center intends to issue a sole source purchase order to Douglas County Fire District 2 for the following services for a three month period: Provide patient transportation services for beneficiaries of the Department of Veterans Affairs Medical Centers (VAMC) in VA ROSEBURG HEALTHCARE SYSTEM, including the following geographic coverage counties within Oregon: Douglas, Lane, Coos, Curry, Josephine, Jackson, Klamath, Del Norte. Occasionally, trips to these counties within Oregon: Linn, Benton, Lincoln, and Multnomah. This notice of intent is not a request for quotes. The Government intends to acquire services via FAR 6.302-1. Interested organizations may submit expressions of interest (EOIs) containing sufficient literature to the extent necessary to allow the government to determine the technical acceptability of specification. The aforementioned information should be submitted in writing to the Contract Specialist (email: kim.gandy@va.gov). Oral communications are not acceptable in response to this notice. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capability to provide the services sought including pricing data, technical data sufficient enough to determine that a comparable source to the government is available. The government will be the sole determiner regarding an offers ability to meet all requirements. The government will consider all EOIs received prior to 4 days after the date of the publication of this synopsis before 10:00 am EST on that date. Below is the Justification for the aforementioned Services, in accordance with FAR 11.105: JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using other than full and open competition, pursuant to the authority cited herein. Identification of Agency Department of Veterans Affairs, Portland VA Medical Center, 3710 SW Veterans Hospital Road, Portland, OR 97239. This purchase will be under the Simplified Acquisition Procedures and other than Full and Open Competition as authorized under FAR 13.501 (a) (1). The anticipated award date is April 1, 2009. Nature of Action Being Approved: This justification and approval set for the facts and requests approval for the issuance of a sole source contract with Douglas County Fire District 2 to support the Roseburg Veterans Administration Medical Center. Description of Service and Supplies: Provide patient transportation services for beneficiaries of the Department of Veterans Affairs Medical Centers (VAMC) in VA ROSEBURG HEALTHCARE SYSTEM, including the following geographic coverage counties within Oregon: Douglas, Lane, Coos, Curry, Josephine, Jackson, Klamath, Del Norte. Occasionally, trips to these counties within Oregon: Linn, Benton, Lincoln, and Multnomah.: The statutory authority for this justification is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements. Justification Rationale: Douglas County Fire District 2 is the only licensed provider of ambulance services in the City of Roseburg and the only licensed ambulance service provider in Douglas County with a sufficient fleet of ground transport vehicles to address the requirements of the Department of Veterans Affairs Medical Centers (VAMC) in VA ROSEBURG HEALTHCARE SYSTEM.
