Description
District of Columbia Pretrial Services Agency Sources Sought/Synopsis The District of Columbia Pretrial Services Agency (PSA) is seeking sources of services for oral fluid screening. Samples collected in PSA's Drug Testing Collection Unit and transported to an off-site commercial laboratory for ELISA (Enzyme Linked Immunosorbent Assay) testing of a battery of drugs of abuse and validity analysis (IGg). Additional services include associated services such as GC/MS analysis on an as requested basis, chain of custody forms, oral fluid collection kits, and courier related items. The D.C. Pretrial Services Agency (PSA) is an independent Federal agency within the Court Services and Offender Supervision Agency (CSOSA) in the Executive Branch of the Federal government. PSA's mission is to assess, supervise and provide services for defendants, and collaborate with the justice community to assist the courts in making pretrial release decisions. The Agency is also responsible for the toxicological analysis of urine samples obtained from defendants, adult and juvenile, in pretrial status, Drug Court, offenders on probation or parole, parents charged with abuse or neglect and other tests ordered by the court. Pretrial Services Agency monitors this population and relies heavily on accurate and timely analytical data. The in-house laboratory currently process an average of 42,000 urine screens per month (≈504,000 per year), screening for 3-6 drugs, average 4.8 tests, per urine specimen at two laboratory sites. The contractor shall conduct oral screening of oral fluid specimens by ELISA. The test battery will include Amphetamine, Methamphetamine/MDMA (Ecstasy), Opiates, Cocaine, PCP, Cannabinoids and IGg validity test. The contractor shall provide Oral Fluid Kits, Oral Fluid 6 Panel Screening, Chain of Custody Forms and Shipping Supplies when requested by Contracting Officer or the authorized representatives during the contract period. GC/MS confirmation will be done on an as needed basis in accordance with the contract price. Reporting formats are by secure web-site, electronic transfer and fax. Offerer shall provide a litigation packet for court purposes when requested at no additional cost. Reporting Requirements: The Offeror shall report results within 48 hours after receipt of specimen in the laboratory. All information shall be subject to strict confidentiality conditions and the Privacy Act. All necessary support items such as chain of custody forms, courier support forms and transport packaging shall be supplied at no additional cost. Specimen information must be held under strict confidentiality protocols and maintained in a high security environment.
