THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPER IDENTIFIED INFORMATION. The purpose of this sources sought announcement is to gain knowledge of interested, capable, and all qualified small businesses under the size standard for the NAICS Code including but not limited to 8(a), SDVOSB, and Hubzone firms who have the bonding capacity for the following effort: Prime contractor for a major renovation project at the United States Military Academy. The project includes the conversion/renovation of 112,000gsf Building 757 (Old USMA Library) to primarily chemistry, physics spaces including one floor of library archive space. The new facility will be known as the USMA Science Center at the United States Military Academy and USMA, West Point. The work includes, but is not specifically limited to the following; major structural remediation and new construction, major HVAC renovation and life safety, architectural, plumbing (including lab gases), electrical, environmental control, roof replacement, lab gas and water services, blast windows, and laboratory furniture work in a existing historic structure on a constrained site in the center of Post - Cadet Zone. Under this contract, the contractor will be required to phase the major work elements due to certain building constraints. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to the sources sought notice the project may be acquired under full and open competition. This project is planned for advertisement in April 2009 with the award scheduled in Jul 2009. Contract duration is estimated at approximately 800 calendar days. The North American Industry Classification System (NAICS) code is 236220, "Commercial and Institutional Building Construction. The small business size standard is $33.5 million. The estimated price range is between $55,000,000 and $65,000,000. Fifteen percent (15%) of the work is required to be self-performed in accordance with FAR Part 19.5, "Set-Asides for Small Business; FAR Part 19.8, "Contracting with the Small Business Administration (The 8(a) Program); and FAR Part 19.14, "Service-Disabled Veteran-Owned Small Business Procurement Program". Responses should include: (1) Identification and verification of the company as an SBA certified 8(a)firm by SBA New Jersey or New York district offices, HUB Zone or Service-Disabled Veteran Owned Small Business; (2) CAGE Code and DUNS Number; (3) Identification of sample projects (no more than 5) for similar dollar value and similar in scope - major renovation. Firms shall specifically indicate their responsibility regarding the project and a brief description of the work involved. Additionally, the firm shall indicate how the submitted project is similar in nature to this project. (4) Capability of obtaining performance and payment bonds for a project in the $55M - $65M range; and (5) A statement verifying the contractor will self-perform 15% of the work and the type of work. All interested businesses should notify this office in writing by mail or fax by 10 APR 2009, 04:00PM eastern time. Interested parties are requested to provide adequate information to substantiate that their capability meets the Army's requirements. If this information is not adequate to substantiate that the requirements are met, the Government reserves the right to request additional information. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code.
