- This synopsis is to Realign O'Neill and Install Traffic Lights located at Hurlburt Field FL, project FTEV 96-2010. The general work includes clearing the area; filling and compacting base material; installing concrete curb and gutters; installing culverts and headwalls; prime coat and place 3” asphalt pavement. Installing traffic signals at intersection of Independence Road and O’Neill/Terry Avenue. It includes metal poles; cross arms; control system which communicates with Independence / Cody Avenue and Cody Avenue / Highway 98 traffic lights; semi-actuated detectors in the pavement and pedestrian push buttons. It includes relocation of utilities and pavement striping as required. Hurlburt Field is an Air Force installation that is located in the Florida Panhandle mid-way between Panama City, Florida and Pensacola. The North American Industry Classification System (NAICS) code for this project is 237310 with a size standard of $31M. This contract will be a “Price Performance Trade-Off” contract; award will be made based on the “Best Value” to the Government in accordance with FAR 15.101. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 175 calendar days. This is an unrestricted acquisition. Estimated magnitude for this project is between $500,000.00 and $1,000,000.00. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The contract will be a single award, Firm-Fixed-Price type contract. The issuance date for this solicitation is projected to be on/about 13 Apr 09. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
