Description
The Naval Surface Warfare Center, Panama City Division, Panama City, Florida intends to award a sole source purchase order using simplified acquisition procedures to Innovative Professional Solutions (IPS), 8317 Front Beach Road, Suite 17D, Panama City, FL 32407, for safety and production engineering support for the QUICKSTRIKE Mines Mod 3 program. Support will include development of program safety documentation, Weapon System Explosive Safety Review Board (WSESRB) support and production engineering support. IPS is the only known source that possesses personnel with the following unique combination of capabilities: (a) significant experience supporting the QUICKSTRIKE Mod 3 program, including uninterrupted support for the past seven years, (b) experience providing safety support and developing safety documentation for the QUICKSTRIKE Mod 3 Mines program; the company has developed all significant program safety documentation, (c) significant experience developing suc! cessful data packages and presentations for the WSESRB in support of Mine Warfare programs, including the Mod 3 program, and (d) familiarity with the on-going production engineering efforts associated with the program. The company has developed all documentation related to the on-going safety investigation regarding Mk 65 Mod 3 hardware; their continued support of this effort is critical to successful completion/closure of the process. IPS has the unique capabilities and knowledge required to support this effort. No other vendor holds or maintains the technical expertise in the QUICKSTRIKE Mod 3 production and safety programs. It is estimated that getting another source trained and up to speed on this tasking would increase the cost to the Navy by as much as 100% and result in significantly decreased support effectiveness levels. Delivery terms for this requirement are FOB Destination. The purchase order shall be firm fixed priced with an expected award date on or about April 15, 2009.
