Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotation (RFQ) solicitation number L09PA00148. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-31. This solicitation is set-aside 100% for small business. The Product Service Code is S206, and the NAICS code is 561612. The small business size standard is $18.5 million. 1. REQUIREMENT: The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC), located at Boise, ID, 83705, has a requirement for on-call relief front gate security guard services. In order to satisfy this need, BLM NIFC will set up one or more Blanket Purchase Agreements (BPA) within the local area.2. SPECIFICATION: Contract Gate Guard To ensure that persons are admitted on the NIFC site as per Standard Operation Procedures for the facility and following the facility requirements based on current National Threat Level. The Contract Gate Guard works either the Main Entrance (#5) or Exit Gate (#3). At the Main Entrance Gate, guard admits government employees and issues visitor passes, as appropriate from official identification. Contract gate guard will record the visitor information (date, time & name), vehicle information (make, model, color, and license number), purpose of visit, and destination. At the Exit gate, guard controls exit egress of vehicles and individuals. Contract gate guard will limit vehicles and individuals to exit only. A. Contract gate guard works within a heated/air conditioned guard station providing facility access control at all times, when primary NIFC guard (federal employee) is on duty patrol and available for assistance and schedules breaks. Lunch breaks are taken within the guard station. The entrance or exit gate guard is required to remain on site throughout duration of assigned shifts. B. Contract gate guards shall be available at times of short notice (24 hours a day, 7 days a week) and respond to request for service within two (2) hours of being called. C. Contract gate guard shall be well groomed and in a clean and neat uniform. The uniform must clearly identify contract gate guard as representing the security service agency. No weapons are permitted on the NIFC facility, other than those of law enforcement officials with proper credentials. D. Time periods of requested service may vary from two (2) to eight (8) hours and at other times could be extended to overlap into extended shifts or multiple shifts. E. All contract gate guards must have a completed criminal background investigation, including being fingerprinted at shall meet the requirements of the Homeland Security Presidential Directive-12 (HSPD-12), "Policy for a Common Identification Standard for Federal Employees and Contractors". This includes minimum requirements for Federal personal identification verification (PIV) system. Everyone issued an ID badge must have a favorable background investigation, including a FBI fingerprint check; for most people, this will mean a National Agency Check with Inquiries (NACI) and must present two forms of identification. No contract gate guard shall have a felony conviction on their criminal background. F. All contract gate guards, at a minimum, shall have completed at least 40 hours of security training, including but not limited to the following courses: working a fixed security post, recognizing and reporting suspicious activities or individuals, and intercommunication skills dealing with employees, and the general public. Procedures/instructions to be followed in completing the task and will adhere to written direction on protocols to be followed: A. When a visitor or government official (non-NIFC employee) arrives without an appointment and requests entrance to the site, the gate guard must contact (by telephone) to the receiving NIFC Department or employee. Contract gate guard shall confirm authorization prior to admittance of the individual(s) within the NIFC facility. If unable to make telephone contact with NIFC Department or individual, then NIFC Security Guard shall be contacted to provide escort for that individual, (Exception would apply when training groups are expected and lists of those attending are supplied) B. Any questionable situations shall be referred to the NIFC Security Guard (phone or radio contact available at all times) C. Monitor all 911 calls that originate at NIFC and expedite emergency vehicles onto site. D. All official emergency vehicles shall have 24-hour access to the site.In addition to the duties relevant for guard post assignment, the following specific duties shall apply: a. Observe for suspicious items, activities, and persons. B. Utilize CCTV and Perimeter Intrusion detection systems, to monitor activities on the site and perimeter checks. C. report all incidents and suspicious activities immediately to the NIFC Security Guard. D. At the beginning and end of each shift or personnel change, the Contract Gate Guard shall properly brief and de-brief appropriate personnel. E. All assigned equipment supplied by NIFC shall be tested for proper working order and the guard station shall be maintained in a clean and safe working environment. F. NIFC Security Guard Standard Operating Procedure Manual has additional relevant guidance for gate guards. PAST PERFORMANCE: Offeror shall provide company/organization names, name of contact person and telephone number for three (3) contracts/orders performed within the last two years with work similar in complexity and magnitude to the work identified in the statement of work. Past performance can be based on the Contracting Officer's knowledge, contractor provided references, and other reasonable sources. PRICE: Please provide pricing for the base year of BPA as an hourly rate; Period of performance for the BPA is from May 1, 2009 through April 30, 2014. Rate of pay may be adjusted once each year, provided requests are issued in writing 30 days in advance of taking affect. Equitable price adjustment per Service Contract Act requirement, must be requested by contractor, in writing. 52.217-9 The full text of these provisions and clauses may be accessed electronically at http://www.acquisition.gov/far or upon request to the Contracting Officer. Offerors must be registered, and must maintain an active registration in the Central Contractor Registration database found at http://www.ccr.gov and Online Representations and Certifications (ORCA) must be completed at http://orca.bpn.gov or a completed copy of the FAR 52.212-03 clause must be submitted with the quote. INSTRUCTION TO OFFERORS : Quotes shall be submitted in writing on a SF 1449 or on company letterhead and must include the RFQ number, the company name, point of contact, address, phone number, fax number, DUNS number, any prompt payment discount terms, and all information required under the evaluation criteria. Quotes shall be received by April 8, 2009 by 4:30pm MDT at the Bureau of Land Management, National Interagency Fire Center, 3833 South Development Avenue, Boise, ID 83705-5354 or by FAX at 208-387-5574 to the attention of Patrick Lorton, Contract Specialist. All responsible offerors may submit a quotation that, if timely received, shall be considered for award. Multiple Blanket Purchase Agreements may be awarded by the Government, as a result of this solicitations responsible contractor responses. The following is the specific STATEMENT OF WORK for this solicitation: NATIONAL INTERAGENCY FIRE CENTER (NIFC)NIFC ON-CALL SECURITY GUARD SERVICESSTATEMENT OF WORK GENERAL INFORMATION Introduction The National Interagency Fire Center (NIFC) in Boise, Idaho, is the Nations support center for wildland firefighting. Currently, seven Federal and State agencies are co-located within NIFC to coordinate and support wildland fire and disaster operations. The Bureau of Land Management (BLM) administers the NIFC facility, which consists of twenty-three (23) buildings on seventy-three (73) acres including aircraft ramp, taxiways, and storage. Scope The BLM at NIFC requires contractor support to provide on-call (24/7) contract security guard services for the site. Description of Work Primary duties of the on-call contract security guard include entry control, alarm monitor duties, CCTV operation, and assisting visitors and employees as needed. Detailed duty performance instructions will be provided through written guidance (NIFC Security Standard Operating Procedures) and on-site training. During the dayshift (0600-1400) and the swing shift (1400-2200) there will be a federal security guard on-duty who will be posted as the NIFC patrol and will be available for assistance and guidance to the on-call security guard. During the midnight shift (2200-0600) the on-call security guard will be working alone. Entry control duties consist of checking employee identification and allowing entry, checking visitor identification, issuing visitor passes, completing visitor logs, issuing vehicle passes, and being observant for suspicious activity and persons. The on-call security guard will contact the sponsor/sponsoring agency for entry authority of unannounced visitors. Alarm monitor duties: oPerimeter Intrusion Detection System (PIDS)The PIDS display is a Windows based environmentThe guard will immediately acknowledge alarms, make an immediate assessment using the CCTV camera system or by dispatching the NIFC patrol (if available), and will clear the alarm from the system to include a written explanation and the guards initials. oReception duress alarmA wall mounted visual and audible alert triggered by/from the Headquarters receptionist.The guard will assess the situation using the CCTV camera system, call the receptionist for information, brief and dispatch the NIFC patrol for further follow-up. o911 call ProctorAll 911 calls initiated at NIFC are displayed by location and calling number on the 911 Proctor alarm.The guard will telephone the extension displayed and ascertain the nature of the emergency, dispatch the NIFC Patrol, and assist first responders with directions as needed. The guard will immediately contact Ada County Dispatch and advise no emergency in the event of accidental 911 calls. NIFC Patrol will be dispatched to all 911 calls to include accidental calls. oFire monitoring systemsNIFC Security receives calls from Fire Alarm Monitoring Company on the security cell phone.NIFC Patrol and Maintenance personnel will be contacted and briefed on the details of the call. After hours the Chief of Maintenance will be called and briefed on the call details. CCTV Operation dutiesNIFC has a DvTel multiple camera surveillance system comprised of fixed focus and pan, tilt, zoom cameras.The guard will use the system (especially on the midnight shift) to generally maintain site surveillance and as a primary tool to assess perimeter alarms. On-call contract guards will normally work in a heated/air conditioned guard station. However, during emergencies situations or increased threat levels contract security guards may be assigned other posts as determined by and at the discretion of the NIFC Security Manager. NIFC patrol will provide breaks during the day and swing shifts. During midnight shifts the on-call security guard will secure the guard station and use site facilities for bathroom breaks. On-call contract security guards must be available at times of short notice (24 hours a day and 7 days per week). A company point of contact must be available 24/7 and be able to fill a contract security guard request within 2 hours of being called. On-call contract security guard shift length will usually be 8 hours, but can be as short as 2 hours, or can be extended past 8 hours and into multiple shifts if need be. On-call contract security guards will be well groomed and in a neat and clean uniform. The uniform must clearly identify the contract guard as representing the security service company. ** Note that no weapons are permitted on NIFC with the exception of credentialed law enforcement personnel. On-call security guards will account for NIFC provided equipment at each shift change and once on duty will not leave the site until properly relieved of duty by the on-coming shift. On-call contract security guards will have at a minimum 40 hours of basic security training that includes communication skills, basic windows based computer skills, recognizing and reporting suspicious activities, and critical decision making. This training will be provided by the security contract company. NIFC site specific training will be provided by NIFC Security personnel. The contract security company shall make the prospective on-call security guard(s) available for an 8 hour training session prior to being assigned a shift a NIFC. Training will generally be available Mon-Fri from 1400 hours to 2200 hours with prior coordination with the NIFC Security Manager. Guard compensation for the 8 hour training session will be the contractors responsibility and these training hours will not be billable to NIFC as on-call security guard hours of service. The contractor will comply with the Contractor Personnel Security and Suitability Requirements as attached.
