Description
Objectives: The purpose of this Request for Information (RFI) is to assist the Transportation Security Administration (TSA) in gathering information from Industry regarding capabilities, processes, and methodologies that currently exist for developing a system that can integrate Global Positioning System (GPS) location and shipment data for tank cars transporting bulk shipments of Toxic Inhalation Hazard (TIH) materials. This data will need to be visually displayed on a Geospatial Information System/satellite-imagery based platform. Information Being Requested: 1.Describe the process for integrating GPS location and shipment data for tank cars transporting bulk shipments of TIH materials. 2.What type of commercial-off-the-shelf (COTS) software is available to integrate GPS tracked tank car location and shipment data that could be installed on an internal platform? 3.How will multiple GPS vendor information be collected, communicated, integrated, and displayed on a common platform? 4.What infrastructure is required to facilitate the integration of the data? 5.How will the system provide immediate alerts when a tank car enters or leaves geographically defined areas? 6.How will the system determine when tank cars are near preselected points of interest? 7.How will the system query specific tank cars based on selected criteria (commodity, locations, etc.)? 8.Describe the service or technology in which your company offers and/or specializes. 9.Briefly describe successful implementation of the capabilities, processes and methodologies for integration of GPS location and shipment data. 10.Describe the workforce that your organization employs to perform these services 11.Describe training and support offered. 12.Describe method for delivering product, timeframes for delivery and general pricing. Responses: Responses to this RFI are to be submitted via e-mail to Kerry Toscano at kerry.toscano@dhs.gov no later than close of business (COB) on April 20, 2009. Please limit responses to 20 pages. Responses must include the business’s DUNS number and size status. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. At this time, questions concerning the composition and requirements for a future solicitation will not be entertained.
