- NASA/GRC has a requirement for a DYNAMOMETER CONTROLLER TEXCEL VX100 and a CONTROLSUB-SYSTEM that provides integrated load control of hydraulic dynamometers.NASA/GRC intends to purchase these items from Froude Hofmann Inc. to use with the HS150Waterbrake previously purchased and manufactured by Froude. The VX100 is a replacementcontroller which is compatible with the HS150 waterbrake and will fit into the existinglocation and will use the same connections as the prvious one used. This is not a competitive procurement but a sole source. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 04/10/09. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
