- SSJ This is a sole source requirement in accordance with FAR 6.302-1. Authority: 10 U.S.C. 2304(c)(1), Justification: Services required are available from only one or a limited number of responsible source(s) and no other type of services will satisfy agency requirements. The proposed source is Congressional Quarterly, Inc, 1255 22nd Street, N.W., Washington DC 20037. The item being procured is the USSTRATCOM JO10 electronic access to CQ.com online subscription for the attached Sole Source Justification. Period of Performance: 01 May 09 to 30 April 10. This synopsis is being published for information purposes only. This notice of intent is not a request for competitive quotations. However, the government will consider any quotations received within 1 day of issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All quotations/questions should be e-mailed to Brenda.Hicks@wpafb.af.mil no later than 11am EST, 30 Mar 09.
