- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source contract to QINETIQ, MOD Pendine Range, Llanmiloe Carmarthen SA33 4UA, Carmarthenshire UK for explosive test range support at the Pendine Sands Test Range in the United Kingdom for underwater testing of a large (2,000 lb) explosive device. This procurement is unsuitable for full and open competition for the following reasons. NSWC PCD requires a Very Shallow Water (VSW) site (15 to 40 foot water depth) that has a tidal range sufficient to permit test setup on dry land and then the ability to conduct the test underwater. The Pendine Sands range was selected as the most suitable candidate since the tidal variation at that site allows for set up of the test on dry land, and then conduct an 18 to 24 foot depth test at high tide. All other test range options require a longer time period to prepare (site prep or environmental assessments) with resulting delays in program schedule! and higher costs. QinetiQ is the only possible source that can provide this testing range.
