- The Federal Aviation Administration (FAA) has a requirement for the evaluation/teardown, repair/upgrade or overhaul/upgrade and test of Government-owned items applicable to the Primary Surveillance Radar (PSR) System defined as a subsystem of the ASR-11, Digital Airport Surveillance Radar (DASR) System. Raytheon is the original equipment manufacturer of the above described items. The FAA contemplates awarding a Firm Fixed Price (FFP) Requirements contract with one base and four one-year option periods to fulfill this requirement. The FAA intends to solicit and negotiate only with Raytheon Canada LTD, Waterloo, ON, in accordance with AMS Policy 3.2.2.4. The determination to solicitation and negotiate with only one firm is necessitated and supported by the fact that Raytheon Canada LTD owns the proprietary data rights associated with the equipment to be repaired under the contemplated contract. The proprietary data rights exclusively available to Raytheon Canada include all manufacturing specification data required for the repair of the RADAR equipment. This announcement is for information purposes only, not a request for proposals.
