- The U.S. Army Corps of Engineers, Savannah District requires design, fabrication, delivery of (1) one 18,000/24,000 KVA, 13. 2/138 KV, ONAN/ONAF, Three Phase Class II Generator Step-up (GSU) Power Transformer and accessories for Philpott Powerplant, Bassett, VA. Procurement will result in a fixed price supply contract. The solicitation will be a Request for Proposal (RFP) that will be evaluated using best value methods. Potential offerors are reminded to pay particular attention to the evaluation and award criteria set forth in Section L and Section M of the solicitation. This solicitation will be issued in electronic format only and will be available on or about 15 April 09. The proposal opening date will be specified in the solicitation when it is issued. The solicitation is unrestricted. The North American Industry Classification System (NAICS) code is 335311, the applicable size standard is 750 numbers of employees. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download RFP documents contractors and their subcontractors must register at www.fbo.gov. Contractors with existing FedTeds logins should be able to use their existing logins. In order to locate solicitation Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Solicitation documents, plans, and specifications will only be available at https://www.fbo.gov.
