Description
The Scope of this contract will include design/build operation and maintenance, and construction activities for civil and military projects within the Great Lakes & Ohio Rivers Division Mission Boundaries. It is a Multiple Award Task Order Contract (MATOC) Umbrella contract. It is anticipated to award no less than three (3) but no more than five (5) contracts under this umbrella contract. This is for the HUBZone program. Total combined contract capacity under the umbrella contract is planned to be $100 million. The work can consist of but not be limited to: minor building construction, building renovation, all types of building/facilities demolition, building debris type removal, structural/mechanical/electrical repairs, site work, utility installation/replacement, paving, channel improvements, bank stabilization, industrial repairs, security systems and fencing, equipment upgrades, landscaping, geotechnical work, mapping and surveying, instrumentation, architectural, lead paint and asbestos abatement and design associated with all of the various aforementioned tasks. The work can also consist of emergency response to natural and national disasters including floods and tornadoes and emergency repairs to bridges, structures, roads and stream channels. Any design efforts will be incidental to the construction and shall be done by registered professionals. Each MATOC will consist of one year base period and four one-year option periods for a total of five years. Estimated Cost Range is $100,000,000 to $200,000,000. Total contract capacity under the HUBZone MATOC contract is planned to be $20 million per year for up to five years for a total of $100 million. Individual task order limit is $5 million. Task Orders issued against this contract will be construction type with the applicable wage rates applying. Sites of work can be anywhere in the Great Lakes & Ohio River Mission Boundaries. This is a Request for Proposal and offers will be evaluated on the following technical basis, not necessarily in this order of importance: 1) Management, 2) Experience, 3) Past Performance, and 4) Cost. Proposals received from this solicitation will be evaluated for best value. The MATOC solicitations will have a real project as the anchor project in order to establish a cost basis. The solicitation will be available approximately 14 April 2009 only by downloading from the internet. The proposal due date is approximately 14 May 2009. Any amendments will only be available from the FBO website. To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). Lack of accurate registration in the CCR database will make an offeror ineligible for award. This project is 100% set-aside for HUBZone Small Business contractors. The NAICS code is 236220.
