Description
This is a notice that the Naval Air Systems Command, Aircrew Systems (NAVAIR-PMA202) of Patuxent River, MD seeks information on commercially available helmet for use by US Navy Aviation Search and Rescue (SAR) aircrew. The primary function of the helmet is to provide head protection during rescue and/or training operations in the water or over land where the possibility of impact with hard surfaces exists. The general requirements for a US Navy Aviation (SAR) aircrew helmet are: 1) Helmet Material: The primary material for the outer shell shall be high density ABS plastic or equivalent for high impact. 2) Helmet Liner: The liner shall be waterproof. 3) Strapping system: Shall be a combination adjustable chin and nape strap to assure secure fit and minimize helmet movement during rescue operations and water entry. 4) Retention strap: A retention strap shall be affixed to the back of the helmet to secure swimmer’s face mask in place. 5) Sizing: Helmet shall be available in a range of sizes to accommodate head sizes ranging from 22.5”- 25”. 6) Non-metallic components: Non-metallic components shall be designed to minimize deterioration caused by abrasion and/or exposure to sunlight, moisture, heat, micro-organisms, salt water, and Petroleum, Oils and Lubricants (POL) products. 7) Hardware: All fasteners and adjustment hardware shall be made of non-corroding metal or plastic. All metal parts shall be free from burrs and sharp edges and shall remain serviceable under all conditions of normal use. Unless suitably protected against electrolytic corrosion, dissimilar metals shall not be used in contact with each other 8) Mobility: Provide adequate mobility and shall not hinder movement or restrict motion when aviation rescue crewman is performing required tasks and duties including kneeling, reaching, climbing, swimming, jumping from aircraft, carrying victims etc. 9) Color: Should be solid color that is bright, easily detectable and have reflective capability for night rescue operations. Specification sheets, photographs and drawings are requested from all interested sources at no cost to the Government. Proprietary data MUST be marked on a page-by-page basis, and will be kept confidential and protected in accordance with the Uniform Trades Secret Act. Interested sources shall state whether their product is available commercially and made domestically of domestic textiles. Helmet must be Berry Amendment compliant, manufacturers must certify that all components and manufacturing operations are all made and done in the USA. Responses should be submitted no later than 31 May 2009. All correspondence shall reference the synopsis number N0001909P7ZD171 on the mailing container and all enclosed documents. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business. Respondents must clarify if their firm can provide commercial or non-developmental items that could be modified, or the technology and expertise for development, to meet the Government's needs. The Government does not intend to pay for any information submitted in response to this synopsis. This synopsis does not commit the Government to award a contract.
